Watch: The first sitting American President to set foot in North Korea 


In a moment for the history books, President Donald J. Trump visited the Korean Demilitarized Zone (DMZ) on Sunday and met with North Korean Chairman Kim Jong Un. The two shook hands, and moments later President Trump became the first sitting commander-in-chief to ever set foot on the other side of North Korea’s border.

“Stepping across that line was a great honor,” the President said, standing with Chairman Kim and South Korean President Moon Jae-in. “It’s a great day, really, for the world.”

After their initial greeting, President Trump and Chairman Kim entered the Panmunjom “truce village” in the DMZ and sat down to revisit negotiations. The two discussed a number of issues, including progress toward President Trump’s goal of full denuclearization of the Korean Peninsula.

“The two leaders have just presented such a big hope to the 80,000 Korean people as well as to the whole world,” South Korean President Moon said.

North Korea has confounded American Presidents for decades, as administration after administration stuck to the traditional Washington foreign policy playbook. Meanwhile, tensions escalated while Pyongyang marched ever-closer to developing lethal long-range weapons. 

President Trump is breaking that dangerous cycle with bold, creative diplomacy—negotiating for peace while backing up his words with a rebuilt, reinvigorated U.S. military.

“Remember that it wasn’t too long after President Barack Obama left office that his national security adviser, Susan Rice, wrote in an op-ed published by The New York Times: ‘History shows that we can, if we must, tolerate nuclear weapons in North Korea – the same way we tolerated the far greater threat of thousands of Soviet nuclear weapons during the Cold War,’” Richard Manning reminds readers in Fox News.

“With that comment, Rice provided a window into the Obama policy perspective toward North Korea, which led to eight years of ignoring and in many respects enabling the threat posed by the communist regime.”

Today, America and the world have a clearer path toward peace than ever before.

At the G20 Summit last week in Osaka, Japan, President Trump showcased America’s economic miracle as an example to the world. A week after awarding the Presidential Medal of Freedom to Reagan economist Art Laffer, President Trump shared how a pro-growth agenda has empowered American workers to reach their full potential.

“One thing that every leader—virtually every leader that I dealt with—said is that, ‘Congratulations. It’s incredible what’s happened to the American economy,’” President Trump said.

In accordance with section 504 of the Emergency Supplemental Appropriations for Humanitarian Assistance and Security at the Southern Border Act, 2019 (H.R. 3401; the "Act"), I hereby designate as emergency requirements all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as outlined in the enclosed list of accounts.

The details of this action are set forth in the enclosed memorandum from the Acting Director of the Office of Management and Budget.

STATEMENT BY THE PRESIDENT

 

     Today, I have signed into law H.R. 3151, the "Taxpayer First Act" (the "Act").  Sections 1001(a) and 2101(a) of the Act require the Commissioner of Internal Revenue to appoint persons to positions responsible for significant functions of the Internal Revenue Service (IRS).  Such persons are likely inferior officers under the Appointments Clause of the Constitution.  Because the IRS is a component of the Department of the Treasury, the Commissioner is not the head of a department and thus lacks constitutional authority to appoint inferior officers.  I therefore direct the Secretary of the Treasury, as the head of the department, to approve any appointments made pursuant to sections 1001(a) and 2101(a) of the Act.

On Monday, July 1, 2019, the President signed into law:

H.R. 3151, the "Taxpayer First Act," which makes changes to the management and oversight of the Internal Revenue Service (IRS); modernizes the IRS to help combat tax fraud and update information technology systems; and makes other changes to the Internal Revenue Code; and

H.R. 3401, the "Emergency Supplemental Appropriations for Humanitarian Assistance and Security at the Southern Border Act, 2019," which provides additional fiscal year 2019 emergency supplemental funding for humanitarian assistance and security at the southern border.

The Iranian regime took action today to increase its uranium enrichment.  It was a mistake under the Iran nuclear deal to allow Iran to enrich uranium at any level.  There is little doubt that even before the deal’s existence, Iran was violating its terms.  We must restore the longstanding nonproliferation standard of no enrichment for Iran.  The United States and its allies will never allow Iran to develop nuclear weapons.

Maximum pressure on the Iranian regime will continue until its leaders alter their course of action.  The regime must end its nuclear ambitions and its malign behavior.

Today, President Donald J. Trump announced his intent to nominate:

Lee Philip Rudofsky of Arkansas, to serve as Judge on the U.S. District Court for the Eastern District of Arkansas.

Lee Rudofsky is Senior Director for Global Anti-Corruption Compliance at Walmart Inc.  Before joining Walmart, Mr. Rudofsky served as Solicitor General of Arkansas, representing the State of Arkansas in Federal and State court, including the United States Supreme Court, Arkansas Supreme Court, and Federal district courts. Earlier in his career, Mr. Rudofsky was in private practice at Kirkland & Ellis, LLP, where his practice focused on constitutional, environmental, and complex commercial matters.  Mr. Rudofsky served as a law clerk to Judge Andrew Kleinfeld on the U.S. Court of Appeals for the Ninth Circuit and to Justice Robert Cordy of the Supreme Judicial Court of Massachusetts.  Mr. Rudofsky earned his B.S. from Cornell University, his M.P.A. from the Cornell Institute of Public Affairs, and his J.D. from Harvard Law School.

R. Austin Huffaker, Jr., of Alabama, to serve as Judge on the U.S. District Court for the Middle District of Alabama.

Austin Huffaker is a Shareholder at Rushton, Stakely, Johnston & Garrett, P.A, where his practice focuses on complex commercial, product and lender liability, and professional malpractice litigation.  Mr. Huffaker serves as a Commissioner of the Alabama Securities Commission and a Member of the Alabama Civil Jury Charge Committee.  Mr. Huffaker earned his B.Eng., cum laude, from Vanderbilt University and his J.D, magna cum laude, from the University of Alabama, where he was a member of the Alabama Law Reviewand a Hugo Black Scholar.

Kerry Lee Pettingill of Oklahoma, to serve as United States Marshal for the Eastern District of Oklahoma.  

Kerry Pettingill is the Corporate Director of Department of Transportation Compliance for Quintana Energy Services, Inc.  Before joining Quintana, Mr. Pettingill had a long, distinguished career in law enforcement.  He served for seven years as Director of the Oklahoma Office of Homeland Security and for 32 years on the Oklahoma Highway Patrol, retiring with the rank of Colonel.  Mr. Pettingill earned his B.S. from Southern Nazarene University.

     This month, we celebrate Pledge to America's Workers Month.  Last year, I signed an Executive Order establishing the President's National Council for the American Worker.  The Council, made up of 14 Federal agencies, is charged with developing a national strategy for training and reskilling workers for high-demand occupations and the industries of the future.  The Federal Government, however, cannot do it alone.  That is why we also launched the Pledge to America's Workers, a call-to-action for States and the private sector to create new education and training opportunities to better serve the American worker and encourage private investment in workforce development.  As of today, a strong bipartisan majority of our Nation's Governors and more than 280 companies and associations have signed the Pledge, committing to create nearly 10 million enhanced career and training opportunities for America's workforce.  On this inaugural Pledge to America's Workers Month, my Administration calls on more States and employers, both large and small, to sign the Pledge to strengthen the economy and ensure one of America's greatest assets -- its workforce -- is prepared for the jobs of today and tomorrow.

     As President, I have worked to revitalize our country's economy and usher in a new era of American prosperity.  Since taking office, 5.4 million jobs have been added to our Nation's economy.  This year, wage growth hit its fastest pace in a decade, boosting the buying power of American workers.  My Administration has unleashed an economic expansion that has brought a record number of Americans back into the labor market.  Not only has the national unemployment rate dropped to 3.6 percent, the lowest rate in half a century, but unemployment has reached historic lows among minorities, veterans, and individuals with disabilities.  In May, a record 75 percent of people who started that work had been out of the labor force the previous month rather than unemployed.  In other words, we are bringing more people off the sidelines and into the labor force than ever before.  We are striving for and achieving inclusive growth, so that all Americans, especially those who have been marginalized, can find meaningful work and the training needed to fill vacant jobs.

     Our country's flourishing job market also poses exciting new opportunities.  In each of the past 14 months, the United States has had more job openings than job seekers, meaning there remains room for even more Americans to enter the labor force.  My Administration stands ready to help American workers gain the skills needed to fill the approximately 7.4 million open jobs.  That is why last month, the Department of Labor launched the new Industry-Recognized Apprenticeship pathway, encouraging companies to offer on-the-job training in new, emerging, and high-growth sectors of our economy.

     Throughout Pledge to America's Workers Month, we applaud the States, employers, and associations who have signed the Pledge.  And we encourage those that have not yet signed the Pledge to do so and commit to new education and training opportunities over the next 5 years.  Together, with the industrious spirit of the American workforce, we will build a more prosperous future for all generations.

     NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim July 2019 as Pledge to America's Workers Month.
