President Donald J. Trump Announces the United States Government Mission to the United States-Association of Southeast Asian Nations Summit and East Asia Summit
Today, President Donald J. Trump announced the United States participation in the United States-Association of Southeast Asian Nations Summit and the East Asia Summit in Bangkok, the Kingdom of Thailand, from November 3 to 4, 2019.

The President has named Assistant to the President for National Security Affairs Robert C. O’Brien as his Special Envoy to the Summits.

Assistant to the President for National Security Affairs O’Brien will be accompanied by Secretary of Commerce Wilbur Ross, who will be the senior United States Government representative at the second annual Indo-Pacific Business Forum in Bangkok. Secretary Ross is leading an executive trade mission to Thailand, Indonesia, and Vietnam from November 3 to 8, 2019.

President Donald J. Trump joined the 2019 Second Step Presidential Justice Forum in South Carolina last Friday, where he accepted a prestigious honor for his part in advocating for and signing the groundbreaking First Step Act.

“After years of waiting, we assembled a historic coalition . . . After all of the work and effort, we passed the bill and I proudly signed it into law — the most significant criminal justice reform in many generations.”

Washington has a long track record of broken promises to the American people, but few are more significant than its collective failure to reform our criminal justice system. Unlike career politicians, however, President Trump likes taking action—not sitting around, playing the blame game, and merely hoping for a change someday.

“My goal has been to give a voice to the voiceless and to make Washington see and hear those who have been made to feel silent and to feel invisible,” the President said. That vision includes ALL Americans, from struggling manufacturing workers in small towns to former prisoners who have been trapped in a cycle of unemployment and recidivism.

Signed into law in 2018, the FIRST STEP Act brought common-sense reforms that delivered fairer sentencing rules and helped former inmates successfully return to society.

How did it happen? Real presidential leadership, for one. “And we rallied activists, and faith leaders, and law enforcement, and lawmakers alike. We worked across party lines very strongly,” President Trump said. “The FIRST STEP Act proved that we can achieve amazing breakthroughs when we come together as a nation and we put the interests of our citizens before the interests of any political party.”

What came next was equally important. The Trump Economy has delivered better opportunities for millions of American workers, and former prisoners who turned their lives around should be no exception. “My administration is working vigorously to remove barriers to re-entry and to encourage second-chance hiring,” the President said.

“When we say ‘Hire American,’ we mean all Americans. Every single American.”

The President is backing up those words with action across his Administration. The Department of Education is expanding an initiative that allows individuals in prison to receive Pell Grants to better prepare themselves for the workforce. The Department of Justice and Bureau of Prisons launched a new “Ready to Work” initiative to help connect employers directly with former prisoners, and the Labor Department awarded $2.2 million to states to expand bonds that support companies hiring former inmates.

“After decades of bitter disappointments and betrayals from Washington . . . my Administration is making a decisive break with the failures of the past,” he said.

“We’re keeping our promises. We’re solving problems, righting wrongs, and boldly confronting injustices—wherever and whenever we find them.”

Unlike past leaders, President Trump delivered real justice reform.

ERADICATING HUMAN TRAFFICKING: President Trump has made it a priority to leverage every resource of the Federal Government to end the scourge of human trafficking.

  • The President’s Interagency Task Force to Monitor and Combat Trafficking in Persons released a new report describing the Administration’s progress combating human trafficking.
    • The Task Force consists of 19 departments and agencies, which work tirelessly to prosecute traffickers, protect survivors, and prevent future crime.
  • Through the Anti-Trafficking Coordination Team (ACTeam) initiative, Federal law enforcement more than doubled convictions of human traffickers and increased the number of defendants charged by 75% in ACTeam districts.
  • In 2018, the Department of Justice (DOJ) dismantled an organization that was the internet’s leading source of prostitution-related advertisements resulting in sex trafficking.
  • The Office of Management and Budget published new anti-trafficking guidance for government procurement officials to more effectively combat human trafficking.
  • Immigration and Customs Enforcement’s Homeland Security Investigations arrested 1,588 criminals associated with Human Trafficking and identified 325 victims in fiscal year 2018.
FIGHTING TRAFFICKING ON ALL FRONTS: The Administration is committed to thwarting all forms of human trafficking within the United States, at our border, and internationally.
  • The efforts of our Nation’s heroic law enforcement officers are vital to combating the tragedy of human trafficking.
  • Federal agencies have provided training to tens of thousands of law enforcement officers.
  • United States law enforcement officers are collaborating with Mexican law enforcement officials to dismantle human trafficking networks operating across the U.S.-Mexico border.
  • The Administration is challenging foreign governments that facilitate and fail to punish human trafficking to implement anti-trafficking laws to convict traffickers and protect victims.
PROTECTING VICTIMS: The Administration is working aggressively to protect and assist every survivor of human trafficking.
  • The Department of Health and Human Services provided funding to support the National Human Trafficking Hotline to identify perpetrators and give victims the help they need.
    • The hotline identified 16,862 potential human trafficking cases and provided 14,419 referrals to services between October 2017 and March 2019. 
  • DOJ provided grants to organizations that support human trafficking victims – serving nearly 9,000 cases from July 1, 2017, to June 30, 2018.
  • The Department of Homeland Security has hired more victim assistance specialists, helping ensure that victims have the proper resources and support.
  • The Department of Transportation has announced $4 million in grants to transit agencies to address public safety, including human trafficking. 
  • The Federal Government continues to provide awareness training to first-responders to detect and respond to trafficking and to prepare all citizens to identify and report it.
