     THE PRESIDENT:  Mark Esper, who is a highly respected gentleman with a great career -- West Point, Harvard, a tremendous talent -- was just named Acting Secretary of Defense.  I think he'll do very well.  He was Secretary of the Army.  I got to know him very well and he's an outstanding guy.

     Pat Shanahan, who is a wonderful person, is, as you know, going to take some time off for family matters.  And I want to thank him for his service.  He's a terrific person.  And it's a difficult time for Pat, but he's going to take a little time off for family service and for working things out.  And I think you know about it.  You know very well about it.

     But Mark Esper is going to be outstanding, and we look forward to working with him for a long period of time to come.

     Q    Did you ask Shanahan to withdraw, Mr. President?

THE PRESIDENT:  Excuse me?

Q    Did you ask Shanahan to withdraw?

     THE PRESIDENT:  No, I didn't.  I didn't ask him to withdraw, but he walked in this morning and he said it's going to be a rough time for him because of, obviously, what happened.  But I did not ask him to withdraw.  He presented me with a letter this morning.  That was his -- that was his decision.

   
     Q    Did you know about these allegations before you said you wanted him to be the Defense Secretary?

     THE PRESIDENT:  I had heard about it yesterday for the first time.  I didn't know about it.  I had heard about yesterday.  And it's very unfortunate.  Very unfortunate.

     Q    Does that make you concerned then about the White House vetting process if you had just heard about it yesterday?

     THE PRESIDENT:  No, we have a very good vetting process.  And you take a look at our Cabinet and our Secretaries -- it's very good.  But we have a great vetting process.  But this is something that came up a little bit over the last short period of time.

And, as you know, Pat was Acting.  And so, Acting gives you much greater flexibility.  A lot easier to do things.  So that's the way it is.  Too bad.

Q    Mr. President, will you apologize to the Central Park 5?  They've been exonerated.  There have been videos and movies shown about the case, and you came out with a full-page ad saying that they should die, that they should have the death penalty.  Do you apologize?

     THE PRESIDENT:  Why would you bring that question up now?  It's an interesting time to bring it up.

     Q    There's movies and everything about them.

THE PRESIDENT:  You have people on both sides of that.  They admitted their guilt.  If you look at Linda Fairstein, and if you look at some of prosecutors, they think that the city should never have settled that case.  So we'll leave it at that.

     Q    Does not having a permanent Defense Secretary complicate your policy --

     THE PRESIDENT:  No, not at all.

     Q    -- let's say, with Iran?

     THE PRESIDENT:  I think, frankly, this could happen very quickly for Mark Esper.  He's very experienced.  He's the --

     Q    But it's already been six months.

     THE PRESIDENT:  -- he's been around all of the things that we're talking about for a very long period of time.

     Q    Why should Americans trust your administration to tell the truth about what's going on with Iran?  If we go to war, why should we believe you if you say why?

     THE PRESIDENT:  Well, we have Iran.  We've been talking to various people on lots of different sides.  And we'll see what happens with Iran.  We're very well set.  We're very well configured.  We have a lot of things going on with Iran.

     I spoke with President Xi, this morning, of China.  We'll be meeting at the G20.  And I think that is working out pretty much as I anticipated it would.  China very much wants to discuss the future, and so do we.

     So the relationship with President Xi is a very good one.  We had a long talk this morning.

     Q    Immigration officials we've been speaking with say they don't know anything --

     THE PRESIDENT:  Say it?

     Q   Immigration officials say they don't know anything about a planned roundup of millions of people in the next few weeks.

     THE PRESIDENT:  Well, they know.  They know.  And they're going to start next week.  And when people come into our country and they come in illegally, they have to go out.  And everybody is seeing that.

     And as you know, Mexico has been doing a very good job the last four days.  They haven't done that in 25 years.  They're doing a very good job.  I appreciate the job they're doing.  Guatemala, likewise, is much different than it was under past administrations.  So we'll see how that works out.

     With all of that being said, the Democrats should get together and solve the asylum problem, which is very easy to solve.  And they should solve the loophole problem, also very easy to solve.

     Q    Mr. President, you have an Acting Defense Secretary; you've had one for months.  Why is it taking you so long to nominate someone permanently when you have so many hotspots in the world?

     THE PRESIDENT:  Well, this came up -- this just came up.  And I did the nomination --

     Q    The White House has known about it for a while.

     THE PRESIDENT:  This just came up, and I think we did it very quickly.

     Pat Shanahan was Acting, and we put Mark Esper in.  Mark is highly experienced.  I think he's going to fit in very easily.

     Q    Do you still want to demote Jay Powell?  Is that something you're still interested in?

     THE PRESIDENT:  Say it?

     Q    Do you want to demote Jay Powell?  Are you interested in that?  At the Fed?  At the Federal Reserve?

     THE PRESIDENT:  Well, let's see what he does.  I can tell you that Draghi and the EU, if you look at what's going on with the euro, they have a much different stance than our folks do.

     As you know, he did something today that was very dramatic.  And, frankly, it helped that part of the world.  So we'll see what happens.  They're going to be making an announcement pretty soon, so we'll see what happens.

     But I want to be given a level playing field.  And, so far, I haven't been.

     Q    (Inaudible) to demote him, do you think?

     THE PRESIDENT:  Yeah, I would be allowed to speak to him very easily.  I speak to him anyway.

     Q    Mr. President, are you going to nominate Mark Esper for the permanent position, not just Acting?
   
     THE PRESIDENT:  Say it?

     Q    Are you going to nominate Esper for the permanent position?

     THE PRESIDENT:  Most likely.  That's what I'm thinking about doing.

     Q    When are you going to decide?

     THE PRESIDENT:  Most likely.  Pretty soon.

     Q    And what's the next step for Iran, Mr. President?

     THE PRESIDENT:  We're looking at Iran.  We have a lot of things going with Iran.  We have -- we're very prepared for Iran.  We'll see what happens.  Let me just say this: We are very prepared.  Regardless of what goes, we are very, very prepared.

     If you look at what's taken place, if you look at what they've done, if you look at -- and I'm not just talking about over the last week, I'm talking about over a long period of years.  They've been a nation of terror.  Now, we'll see what happens.  We'll see what happens.  They are a much different country today than they were two and a half years ago when I came into office.

     When President Obama signed that horrible deal, they were screaming "Death to America."  I haven't been hearing that lately.

     Q    Mr. President, on the 9/11 Compensation Fund, do you want to see it approved so that this never has to be revisited again -- through 2090?

     THE PRESIDENT:  I have a meeting on that, actually, this afternoon, before my speech.  I'm going down, as you know -- it's a very big crowd down in Florida -- Orlando.  And before that, I'm having a meeting.  So we'll -- we'll be letting you know.

     Q    Do you think you can reach a deal with President Xi at the G20?  Or are you basically starting over?
   
THE PRESIDENT:  Well, I have a very good relationship with President Xi, and we'll see what happens.  I think we have a chance.  I know that China wants to make a deal.  They don't like the tariffs.  A lot of companies are leaving China in order to avoid the tariffs.  I have a very good relationship with President Xi.  We'll see what happens.

Q    If that meeting goes well, are you willing to hold off on the next round of tariffs?

THE PRESIDENT:  Say it?

Q    If that meeting goes well, are you willing to delay that next round of tariffs?

THE PRESIDENT:  Well, we'll see what happens.  I think the meeting might very well go well.  And, frankly, our people are starting the deal as of tomorrow.  The teams, they're starting to deal.  So, we'll see.

China would like to make the deal, we'd like to make the deal, but it has to be a good deal for everybody.

Q    Have they given you an indication that they've changed their position on some of the sticking points that scuttled the last deal?

THE PRESIDENT:  They did.  They changed their position.  So I said, "We're not going to do that."

     Q    (Inaudible) immigrants do you want to see deported?  Are you talking about families, children?  What's the population of people you're going to (inaudible)?

     THE PRESIDENT:  You're going to find out.  You're going to find out.

CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT TO THE WESTERN BALKANS
 

   On June 26, 2001, by Executive Order 13219, the President declared a national emergency with respect to the Western Balkans, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706), to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States constituted by the actions of persons engaged in, or assisting, sponsoring, or supporting (i) extremist violence in the former Republic of Macedonia (what is now the Republic of North Macedonia) and elsewhere in the Western Balkans region, or (ii) acts obstructing implementation of the Dayton Accords in Bosnia or United Nations Security Council Resolution 1244 of June 10, 1999, in Kosovo.  The President subsequently amended that order in Executive Order 13304 of May 28, 2003, to take additional steps with respect to acts obstructing implementation of the Ohrid Framework Agreement of 2001 relating to Macedonia.

   The actions of persons threatening the peace and international stabilization efforts in the Western Balkans, including acts of extremist violence and obstructionist activity, continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  For this reason, the national emergency declared on June 26, 2001, and the measures adopted on that date and thereafter to deal with that emergency, must continue in effect beyond June 26, 2019.  Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the Western Balkans declared in Executive Order 13219.

   This notice shall be published in the Federal Register and transmitted to the Congress.

Message to the Congress on the Continuation of the National Emergency with Respect to the Western Balkans

TO THE CONGRESS OF THE UNITED STATES:

   Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days before the anniversary date of its declaration, the President publishes in the Federal Registerand transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date.  In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency with respect to the Western Balkans that was declared in Executive Order 13219 of June 26, 2001, is to continue in effect beyond June 26, 2019.

   The threat constituted by the actions of persons engaged in, or assisting, sponsoring, or supporting (i) extremist violence in the former Republic of Macedonia (what is now the Republic of North Macedonia) and elsewhere in the Western Balkans region, or (ii) acts obstructing implementation of the Dayton Accords in Bosnia or United Nations Security Council Resolution 1244 of June 10, 1999, in Kosovo, has not been resolved.  In addition, Executive Order 13219 was amended by Executive Order 13304 of May 28, 2003, to take additional steps with respect to acts obstructing implementation of the Ohrid Framework Agreement of 2001 relating to the former Republic of Macedonia (what is now the Republic of North Macedonia).

   The acts of extremist violence and obstructionist activity outlined in these Executive Orders are hostile to United States interests and continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  For this reason, I have determined that it is necessary to continue the national emergency with respect to the Western Balkans.

“For decades, economists and health-care experts have warned about flawed incentives and rising costs in America’s system for employer-sponsored health insurance. That system, through which more than 150 million Americans get their coverage, has proved difficult to reform — until now,” healthcare expert Avik Roy writes in The Washington Post.

“Last week, the White House finalized a rule that allows employers to fund health reimbursement arrangements (HRAs) that can be used by workers to buy their own coverage on the individual market . . .  Some in Washington want to take health insurance choices away from workers and replace them with the diktats of politicians. The Trump initiative moves in the opposite direction, placing health- care choices right where they have always belonged: in the hands of hard-working Americans.”

Advisor to the President Ivanka Trump and Commerce Secretary Wilbur Ross are in Charlotte today for an American Workforce Policy Advisory Board meeting. “The American Workforce Policy Advisory Board was created last year by executive order ‘to encourage the private sector and educational institutions to combat the skills crisis by investing in and increasing demand-driven education,’” Brian Murphy writes in The Charlotte Observer.
“USMCA improves virtually every component of the old NAFTA, and Florida’s agriculture industry stands to gain significantly,” Secretary of Agriculture Sonny Perdue writes in the Tallahassee Democrat. “Certain folks have been saying USMCA will not protect Florida farmers from cheap Mexican fruits and vegetables. They neglect to mention farmers already face such competition under NAFTA. And they overlook the ways the administration is fighting for a level playing field.”
“Lockheed Martin said Monday that [they] will spend $142 million and hire 326 new workers over the next few years as it expands its southern Arkansas facility,” Andrew DeMillo reports for The Associated Press. “The Maryland-based company announced the expansion of its plant in Camden, about 85 miles (140 kilometers) southwest of Little Rock. The facility currently employs about 700 workers.”
“U.S. Commerce Secretary Wilbur Ross credited the Trump administration’s ‘America-first economic policies’ for new jobs and low unemployment rates across the country, including Virginia,” Amy Friedenberger writes in The Roanoke Times. The U.S. unemployment rate is currently 3.6 percent—the lowest in nearly 50 years—and Virginia’s has dipped even lower to 2.9 percent.

Today, President Donald J. Trump announced his intent to nominate the following individuals to key positions in his Administration:

Anthony F. Godfrey of Virginia, to be Ambassador Extraordinary and Plenipotentiary to the Republic of Serbia.

Mr. Godfrey, Class of Minister-Counselor, has served in the U.S. Navy and the Foreign Service for almost 40 years and currently serves as Deputy Chief of Mission at the U.S. Embassy in Moscow, Russia.  He has previously served in the U.S Department of State as Director of the Office of Iraq Affairs in the Bureau of Near Eastern Affairs and the Minister-Counselor for Political Affairs at the U.S. Embassy in Baghdad.  Mr. Godfrey earned a B.A from the University of California and speaks Russian, Turkish, and Serbo-Croatian.

Leslie Meredith Tsou of Virginia, to be Ambassador Extraordinary and Plenipotentiary to the Sultanate of Oman.

Ms. Tsou, a career member of the Senior Foreign Service, Class of Minister-Counselor, is Deputy Chief of Mission at the U.S. Mission in Israel, and is the first Deputy Chief of Mission of the U.S. Embassy in Jerusalem.  Previously, she served as Senior Advisor on Iran and Director of the Office of Iranian Affairs at the Department of State.  Ms. Tsou was Deputy Political Counselor at the U.S. Embassy in Baghdad, and Director of Arabian Peninsular Affairs on the National Security Staff at the White House.  She also served in London, Kuwait City, and Warsaw.  Ms. Tsou earned a B.S. from Georgetown University is the recipient of the 2003 Director General Award for Reporting.  She speaks Arabic and Polish.

11 million Americans are about to get more freedom in their healthcare 


There are two big ways Washington can affect healthcare for Americans. The first is by working to expand the range of affordable, high-quality options available in every community. The second is by purposefully eliminating these options in order to drive more people toward centralized, government-run healthcare schemes.

Here’s an example: Health Reimbursement Arrangements, or HRAs, allow workers to shop for a health insurance plan that’s right for them and their families. The previous administration imposed crushing fines and penalties on HRAs to prevent employees from selecting the plan of their choice. “It was impossible,” President Trump said.
  On Friday, President Trump announced that HRAs will now receive the same tax treatment as other employer-provided health plans. The move is crucial for America’s small businesses: It’s estimated that 90 percent of the businesses that will take advantage of HRAs have fewer than 20 employees.

“The Obama administration had made it illegal for our business to help employees with their health insurance costs,” Maryland small business owner Tom Kunkel said at the White House on Friday. “After the Obama ruling we had to stop all reimbursements . . . which caused a great bit of hardship for our employees.”

Now, his business and others can help defray healthcare costs for employees again.

The Trump Administration expects that 800,000 employers will offer these new HRAs to more than 11 million employees and family members once employers fully adjust to the rule. As a result, some 800,000 Americans who would otherwise be uninsured are projected to gain coverage.

Last week, Vice President Mike Pence traveled to Yellowstone National Park in Montana, where he addressed the aging infrastructure of America’s parks.

“I wanted to make sure that all of you who make Yellowstone National Park work every day know that, in this administration, in this White House, you have a President who is committed to conservation,” the Vice President said with Old Faithful in the background.

In 1872, Yellowstone was established as America’s first national park. In doing so, President Ulysses Grant said that the land should be set apart “for the benefit and [the] enjoyment of the people.” Today, more than 4 million people visit Yellowstone each year.

To protect this legacy for future generations, President Trump has marked nearly $3 billion of his 2020 budget for our National Park Service. The Administration is also introducing an innovative approach to conservation called the Public Lands Infrastructure Fund, under which half of all revenues from leases on public lands will go directly to improving the infrastructure needs of our parks.

“To every American that might be looking on from afar, we simply say: America has the best national parks in the world,” the Vice President said.

“The Trump administration is doing just about everything it can to slow the flood of undocumented Mexicans and Central Americans coming to the U.S. and claiming asylum. But alleviating our growing border crisis is impossible unless Congress changes our immigration laws,” the Washington Examiner editorial board writes. “It is certainly true that most Democrats are at best muddled on the immigration question and at worst fully in favor of opening the southern border to anyone who wants to come into the country. But the party of the Left cannot deny that we have a crisis at the southern border.”
“Some Border Patrol agents in Texas are concerned about exposure to Ebola by a migrant fleeing the Democratic Republic of the Congo for the United States. But more of them are worried about other illnesses frequently popping up among detainees at stations across the southern border,” Anna Giaritelli reports for the Washington Examiner. “Border Patrol’s holding facilities in the Del Rio and El Paso sectors, or regions, are inundated with sick detainees, as well as sick agents.”
“U.S. factory production bounced back in May after a four-month slump while the growth of industrial output in China fell to its slowest pace since 2002,” John Carney reports for Breitbart. “U.S. tariffs are taking a toll on the world’s second-largest economy. The U.S. factory data is an important sign that the U.S. manufacturing sector is more resilient to trade stress than many economists had forecast.”
“Now [President Trump] is the namesake of a tiny Israeli settlement in the Israel-controlled Golan Heights,” Ilan Ben Zion writes in The Associated Press. “Israeli Prime Minister Benjamin Netanyahu’s Cabinet convened in this hamlet Sunday to inaugurate a new settlement named after President Donald Trump in a gesture of appreciation for the U.S. leader’s recognition of Israeli sovereignty over the territory.”

President Donald J. Trump Approves Disaster Declaration for the Ponca Tribe of Nebraska
 

Today, President Donald J. Trump declared that a major disaster exists for the Ponca Tribe of Nebraska and ordered Federal aid to supplement the Tribe’s efforts in the areas affected by severe storms and flooding from March 13 to April 1, 2019.

Federal funding is available to the Ponca Tribe of Nebraska and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for the Ponca Tribe of Nebraska.

Pete Gaynor, Acting Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Constance C. Johnson-Cage as the Federal Coordinating Officer for Federal recovery operations in the affected areas.

Additional designations may be made at a later date if requested by the Tribe and warranted by the results of further damage assessments.
