Finch Fulton of Alabama, to be an Assistant Secretary of Transportation (Transportation Policy).

Finch Fulton has served as a member of the President’s Transition Team, focusing on Transportation and Infrastructure Policy and with the Department of Transportation as a Special Advisor to the Secretary on Transportation Policy.  Before this, he worked for Congressman Jim McCrery and Congressman John Fleming, M.D., in the United States House of Representatives and in the United States Senate for Senator Jeff Sessions. He has also worked in public affairs at VOX Global, devising and executing integrated policy and advocacy campaigns. He is a native of Mobile, Alabama, and a graduate of the University of Alabama.  He earned his MBA from Johns Hopkins University.

David A. Wright of South Carolina, to be a Member of the Nuclear Regulatory Commission.

David A. Wright was sworn in as a Commissioner of the Nuclear Regulatory Commission (NRC) on May 30, 2018, and is currently serving the remainder of a five-year term ending June 30, 2020.  Before joining the NRC, Commissioner Wright served as an energy and water consultant and policy advisor on nuclear waste issues.  He is a former President of the National Association of Regulatory Utility Commissioners and served as Vice Chairman and Chairman of the South Carolina Public Service Commission.  He was also elected councilman and mayor in Irmo, South Carolina, and he served in the South Carolina House of Representatives.  He is a 1977 graduate of Clemson University.

A PROCLAMATION
 

     The strength of our Republic is not measured only by our military might and robust economy but also by the strength of our family bonds.  Families shape our values, develop our character, and teach us to love, forgive, and become productive citizens and responsible members of society.  During National Family Week, we pause to reflect on the importance of the family -- the bedrock of our Nation.

     Since I took office, my Administration has empowered families.  We are currently in the midst of the longest economic recovery in our Nation's history, which is improving quality of life and stability for families of all types.  Thanks to our economic policies, which include eliminating unnecessary and burdensome regulations and the enactment of the Tax Cuts and Jobs Act, we have seen the unemployment rate drop to a half‑century low, real median household income reach a record high, and the poverty rate fall to its lowest level since 2001.  We have fought for families by securing a doubling of the Child Tax Credit, preserving the Child and Dependent Care Credit, signing into law the largest ever increase in child care and development block grants -- a major new investment in child care affordability -- and developing a tax credit for employers who offer paid family and medical leave.  We continue to call on the Congress to pass a nationwide paid family leave program.

     Last year, I signed into law the Family First Prevention Services Act, which reimagines and reorients our Nation's child welfare system toward keeping at-risk families intact in their own homes and communities and minimizing the need for foster care.  This legislation provides funding for mental health therapy, family counseling, addiction treatment, and parenting classes.  Additionally, we are working to expand adoption providers so that children of all ages in the foster care system can experience what every child deserves -- a loving family in a forever home.

     For some of our Nation's families, the incarceration of a loved one is a tremendous challenge.  My Administration is proud that the reunification and strengthening of families is one of the many benefits of our criminal justice reform efforts.  Since maintaining family and community ties is key to the successful reentry of prisoners into society, the bipartisan First Step Act, which I signed into law in 2018, includes provisions that allow inmates to be placed closer to their home communities, which facilitates family visitation.  Further, it includes reasonable sentencing reforms that make our criminal justice system fairer by reducing excessive penalties for certain drug offenders, which allows families to reunify more quickly.

     This week, we vow always to cherish, honor, protect, and respect the incredible gift of family and renew our commitment to strengthening and celebrating all of our Nation's families.  A stable, loving family is one of life's greatest blessings.  It provides support, comfort, guidance, acceptance, and joy.

     NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim November 24 through November 30, 2019, as National Family Week.  I invite communities, churches, and individuals to observe this week with appropriate ceremonies and activities to honor our Nation's families.

Statement from the Press Secretary: Ambassador Sondland Completely Exonerates President Trump of Any Wrongdoing
President Donald J. Trump said, “I want nothing. I want no Quid Pro Quo.  I want Zelensky to do the right thing.”  Ambassador Gordon Sondland testified to this in his deposition and repeatedly affirmed it today.  That should be the only takeaway from today’s sham hearing, and it was stated under oath by the only person in these hearings who has ever spoken directly to President Trump.  Though much of today’s testimony by Ambassador Sondland was related to his presumptions and beliefs, rather than hard facts, he testified to the fact that President Trump never told him that a White House meeting or the aid to Ukraine was tied to receiving a public statement from President Zelensky.

Over the course of the Democrats’ desperate impeachment inquiry, we have heard a great deal of hearsay, conjecture, and outright speculation about whether the President withheld military aid to the Ukraine based on a quid pro quo.  The Democrats certainly tried - and have again failed - to make their case by using unreliable and indirect evidence.  This country deserves better.

The direct evidence heard at these hearings makes clear that the Democrats’ allegations are baseless and a pathetic attempt overthrow the 2016 election.  In his July 25 call with President Zelensky, President Trump did not condition any part of the United States-Ukraine relationship on a quid pro quo.  President Trump himself released the transcript of that phone call months ago in order to end the wild speculation.  In addition, President Zelensky has repeatedly stated that President Trump did not pressure him in any manner.

The facts will clearly not change the Democrats’ attempts to harass this President and spread dangerous conspiracy theories throughout the halls of Congress and all over this country.  Nor will the Democrats do anything to benefit the American people by passing the USMCA, reducing drug prices, creating jobs and securing the border.  In the meantime, President Trump will continue to focus on those priorities.  It is sad that Speaker Pelosi, Rep. Schiff, and the rest of the House Democrats continue to focus on their impeachment farce instead of working on behalf of the American people – the people they purport to represent.

President Donald J. Trump Approves South Dakota Disaster Declaration

Today, President Donald J. Trump declared that a major disaster exists in the State of South Dakota and ordered Federal assistance to supplement State, tribal, and local recovery efforts in the areas affected by severe storms, tornadoes, and flooding from September 9 to September 26, 2019.

The President's action makes Federal funding available to affected individuals in the counties of Brookings, Charles Mix, Davison, Hanson, Hutchinson, Lake, Lincoln, McCook, Minnehaha, Moody, and Yankton and the Flandreau Santee Indian Reservation and the Yankton Indian Reservation.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding also is available to State, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, tornadoes, and flooding in the counties of Aurora, Brookings, Brule, Charles Mix, Davison, Douglas, Gregory, Hanson, Hutchinson, Kingsbury, Lake, McCook, Miner, Minnehaha, Moody, Sanborn, Turner, Union, and Yankton and the Flandreau Santee Indian Reservation and the Yankton Indian Reservation.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Pete Gaynor, Acting Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named James R. Stephenson as the Federal Coordinating Officer for Federal recovery operations in the affected areas.

Additional designations may be made at a later date if requested by the State and warranted by the results of further damage assessments.

Residents and business owners who sustained losses in the designated counties can begin applying for assistance by registering online at http://www.DisasterAssistance.gov or by calling 1-800-621-FEMA(3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired.  The toll-free telephone numbers will operate from 7:00 a.m. to 9:00 p.m. (local time) seven days a week until further notice.

Antibiotics are a medical marvel that has saved millions of lives around the world, but they must be properly and safely prescribed for humans and animals to ensure that they remain effective in treating diseases and illnesses.  During Antibiotic Awareness Week and every week, I urge families and medical professionals to familiarize themselves with the consequences of antibiotic resistance and the steps we can all take to address this challenge.

Antibiotics are remarkable drugs that are instrumental in fighting certain infections caused by bacteria and fungi.  Far too often, however, they are prescribed for common viral illnesses that they are not meant to treat, including the common cold, influenza, most cases of bronchitis, and stomach viruses.  The Centers for Disease Control and Prevention (CDC) estimates that about 30 percent of outpatient antibiotics, or 47 million prescriptions, are unnecessarily prescribed in human medicine each year.  Overprescribing antibiotics can have harmful side effects and cause life-threatening allergic reactions.  In the United States, an adverse reaction to antibiotics leads to approximately one out of every six medication-related visits for emergency medical care.

One of the most troubling consequences of overprescribing antibiotics is antibiotic resistance.  Last week, the CDC released new numbers on the burden of antibiotic resistance threats in the United States showing that at least 2.8 million people become infected with antibiotic-resistant bacteria or fungi every year, and that more than 35,000 people die because of those infections.

As the world’s leader in medical ingenuity and advancements, we must do everything we can to combat the rapidly developing medical threat of antibiotic resistance.  The CDC’s Be Antibiotics Aware initiative provides valuable and potentially life-saving resources to help educate both the public and healthcare professionals on when antibiotics are needed, how to optimize their prescription, and how to best combat antibiotic resistance.  This program, combined with my Administration’s continued implementation of the National Action Plan for Combating Antibiotic-Resistant Bacteria, is essential to addressing the rising concerns about the overprescription of antibiotics and antibiotic-resistant bacteria.

This week, we resolve to improve antibiotic stewardship at home and in medical settings so that all Americans can understand the threat of antibiotic resistance and live fuller, healthier lives.

The Musicians of the United States Military for personifying excellence in music and service to country. From concert halls to warzones, these extraordinary patriots have inspired and uplifted their fellow Americans over generations with their incredible courage and breathtaking musical talent.

Jon Voight for his exceptional capacity as an actor to portray deeply complex characters. Captivating audiences, he has given us insights into the richness of the human mind and heart.

National Humanities Medal:

The Claremont Institute for championing the Nation’s founding principles and enriching American minds. Its publications and public events have deepened our understanding and appreciation of American freedom, democracy, justice, and rule of law.

Teresa Lozano Long for supporting the arts and improving educational opportunities. Through scholarships and philanthropy, she has helped America’s children and young adults learn the skills they need to succeed.

Patrick J. O'Connell for being one of the greatest chefs of our time. Through the Inn at Little Washington, he has raised the culinary arts to new heights of excellence by embracing regional flavors and championing local farmers.

The United States supports the Iranian people in their peaceful protests against the regime that is supposed to lead them.  We condemn the lethal force and severe communications restrictions used against demonstrators.  Tehran has fanatically pursued nuclear weapons and missile programs, and supported terrorism, turning a proud nation into another cautionary tale of what happens when a ruling class abandons its people and embarks on a crusade for personal power and riches.
