Trump will welcome Secretary General Jens Stoltenberg of the North Atlantic Treaty Organization (NATO) to the White House on April 2, 2019.  In honor of the 70th anniversary of NATO, the President and the Secretary General will underscore the importance of the Alliance as a bulwark of international peace and security.  They will discuss the unprecedented successes of NATO, including the recent increased commitments on burden-sharing among European Allies, and ways to address the current, evolving challenges facing the Alliance.  The President and the Secretary General will meet for a private conversation, followed by an expanded bilateral meeting.

Today, President Donald J. Trump announced his intent to nominate the following individuals to key positions in his Administration:

Catherine Bird of Texas, to be General Counsel for a term of five years at the Federal Labor Relations Authority

Ms. Bird is the Principal Deputy Assistant Secretary for Administration (ASA) at the Department of Health and Human Services overseeing divisions such as human resources, IT, real estate and logistics, acquisitions, and grants management.  Previously, Catherine served as ASA’s Associate Deputy General Counsel.  Catherine graduated from Baylor University School of Law, Magna Cum Laude.

Michelle A. Bekkering of the District of Columbia, to be an Assistant Administrator of the United States Agency for International Development (Economic Policy, Economic Growth, Education, and Environment)

Ms. Bekkering currently serves as the Senior Deputy Assistant Administrator of the United States Agency for International Development’s (USAID) Bureau for Economic Growth, Education, and Environment, with a concurrent appointment as USAID’s Senior Coordinator for Gender Equality and Women’s Empowerment.  Bekkering has served in numerous offices in the Government, including the National Security Council under President George W. Bush and former Congressman Dana Rohrabacher’s Washington, D.C., office.  A native of Iowa, Bekkering graduated from Dordt College.

Thomas Peter Feddo of Virginia, to be an Assistant Secretary of the Treasury (Investment Security)

Mr. Feddo currently serves as Deputy Assistant Secretary for Investment Security.  Before joining the Department of the Treasury, Mr. Feddo practiced law as a partner in the international trade group at Alston & Bird LLP.  Mr. Feddo previously served with the Treasury Department’s Office of Foreign Assets Control, the Office of the General Counsel of the Navy, and the House Energy and Commerce Committee’s Subcommittee on Oversight and Investigations.  Mr. Feddo previously clerked for the Honorable James T. Turner at the United States Court of Federal Claims.  He received his juris doctor from George Washington University and bachelor’s degree in aerospace engineering from the United States Naval Academy.  Upon graduation from Annapolis, Mr. Feddo served as a nuclear submarine officer on the USS Salt Lake City and then with the Naval Criminal Investigative Service.

PRESIDENT TRUMP:  It's a big moment.  It's a very important moment.  It's my honor to welcome Prime Minister Netanyahu to the White House.  He's a very special man.  He's done a great job.

I want to begin by expressing our condolences to the Prime Minister and the people of Israel for the horrific Hamas rocket attack on Israeli homes this morning, which wounded seven civilians at least, including numerous children.

Our prayers are with our friends in Israel as they carry out an incredible way of life in the face of great terror.  The United States recognizes Israel’s absolute right to defend itself.

The despicable attack this morning demonstrates the significant security challenges that Israel faces every single day.  And today, I am taking historic action to promote Israel’s ability to defend itself, and really to have a very powerful, very strong national security, which they're entitled to have.

In a moment, I will sign a presidential proclamation recognizing Israel’s sovereign right over the Golan Heights.  The State of Israel took control of the Golan Heights in 1967 to safeguard its security from external threats.

Today, aggressive action by Iran and terrorist groups in southern Syria, including Hezbollah, continue to make the Golan Heights a potential launching ground for attacks against Israel.  Very violent attacks.

Any possible future peace agreement must account for Israel’s need to defend itself from Syria, Iran, and other regional threats.  We do not want to see another attack like the one suffered this morning north of Tel Aviv.

In our meeting today, the Prime Minister and I will discuss these dangers, as well as several mutual priorities in the Middle East and beyond.  We'll be discussing other subjects also, including trade, but we will mostly be discussing this, defense and perhaps offense.

Under my administration, the unbreakable alliance between the United States and Israel has never been stronger.  You read things; you hear things.  It's never been stronger.  Just remember that.  People talk, but it's only talk.  Our relationship is powerful.

At this moment, the American embassy stands proudly in Jerusalem, the capital the Jewish people have established.  And they've wanted the embassy for many, many years -- for many decades -- and, frankly, through many Presidents.  And we got it done.  Not only did we get it done, we also got it built at a slight cost saving, like about one-billion-dollar cost saving.  (Laughter.)  

And I want to thank Ambassador David Friedman for the job he's done, and Jason Greenblatt, and Jared, and everybody.  They worked so hard together, so I want to thank you all.

Thank you very much, Ambassador.  You enjoying it?

AMBASSADOR FRIEDMAN:  I love it.  Thank you.

PRESIDENT TRUMP:  And you love Israel?

AMBASSADOR FRIEDMAN:  And America.

PRESIDENT TRUMP:  Good.  And America.  I was waiting for him to say that.  (Laughter.)

We have defeated the caliphate in Syria.  We have withdrawn from the horrible Iran nuclear deal and imposed the toughest-ever sanctions.  And these are, by far, the toughest ever on the Iranian regime.  It's having a big effect.  Iran is not the same country that it was when I took office.  The day I took office, we had threats all over the Middle East and beyond.  Iran is a much different place right now than it was.  

As I said during my State of the Union Address, we will not avert our eyes from the dictatorship that chants "Death to America," "Death to Israel,” and calls for genocide against the Jewish people.  We won't let them even consider that.

We will confront the poison of anti-Semitism through both our words and, maybe even more importantly, our actions.  In the last century, humanity witnessed the horrific consequences of anti-Semitism and a world without a Jewish homeland.

In the wake of those unthinkable horrors, the Jewish people built a mighty nation in the Holy Land -- something very, very powerful, something very special and important.

Today, Israel demonstrates that incredible possibilities when strong, sovereign, and independent nations chart their own destinies.  There can be no better example of greatness than what Israel has done, starting from such a small speck of sand.  Israel is an inspiration, a trusted ally, and a cherished friend.  The United States will always stand by its side.

I'd like to now invite Prime Minister Netanyahu to say a few words.  And Bibi and I have known each other for a long time.  He's another one who truly, truly loves Israel.  I think I can say he also loves the United States.

So before I sign the presidential proclamation recognizing Israel’s sovereignty over the Golan Heights, I'd like to ask Prime Minister Netanyahu to say a few words.  Thank you very much.  Thank you.  (Applause.)

PRIME MINISTER NETANYAHU:  Mr. President, my dear friend, Donald: You have shown, consistently, incredible support for Israel, for our right to self-defense.  When we exercise that self-defense, you have never flinched.  You have always been there, including today.  And I thank you.

Yesterday, a rocket was fired from Gaza, deep inside to Israel.  It hit a home north of Tel Aviv.  It wounded seven, including two small children.  And, miraculously, no one was hurt.  No one was killed.

Israel will not tolerate this.  I will not tolerate this.  And as we speak -- as I told you, Mr. President, just now -- Israel is responding forcefully to this wanton aggression.

I have a simple message to Israel's enemies: We will do whatever we must do to defend our people and defend our states.  After this meeting, I will return home, ahead of schedule, to lead the people of Israel and the soldiers of Israel.  But before I go, Mr. President, it was so kind of you to invite me to come here, and it was so important for me to come here to the White House and to thank you.

Mr. President, over the years, Israel has been blessed to have many friends who sat in the Oval Office.  But Israel has never had a better friend than you.  You show this time and again.

You showed this when you withdrew from the disastrous nuclear deal with Iran.  I remember in one of our first meetings, you said, "This is a horrible deal.  I will leave it."  You said it; you did it.

You showed it when you restored sanctions against a genocidal regime that seeks to destroy the one and only Jewish State.  You said, "I will restore those sanctions."  You said it and you did it.

You showed that when you recognized Jerusalem as Israel's capital and moved the American embassy there -- and gave us a tremendous ambassador.  You said it; you did it.

And you've showed it once again, Mr. President, with your official proclamation recognizing Israel's sovereignty over the Golan Heights.

Mr. President, ladies and gentlemen, this is truly a historic day.  For two decades, from 1948 to 1967, Syria rained deadly fire from the Golan Heights on Israel's citizens below.  A generation of Israeli children lived in constant danger.  And then, in two glorious days, in June 1967, the brave soldiers of Israel scaled those daunting heights and liberated the Golan.

This has profound meanings for all Israelis and for me personally.  One of those brave soldiers was my brother, who was wounded in battle three hours before the end of the war.  And a few years later, as an officer in a special unit, I led my soldiers into a covert mission into Syria.  And as we came back to the Golan, to Israel, we nearly froze to death in a blinding snowstorm.  Well, as you can see, I’m still here.  (Laughter.)

But at that point, in 1967, Israel seized the high ground, which has since proven invaluable to our defense, because in 1973, Syria launched a surprise attack against Israel, and those same Golan Heights proved to be to enable us to absorb the initial attack -- it was a horrific attack -- and successfully counterattack the invading Syrian forces.  Within three weeks, we were at the Gates of Damascus.  Outmanned, outgunned, our brave soldiers triumphed after one of the hardest-fought tank battles in our history.

But while Israel won those two wars, we would have to wait nearly half a century until this moment here, in this room, to translate our military victory into a diplomatic victory.  And that is why, Mr. President, your decision to recognize Israel’s sovereignty on the Golan Heights is so historic.

Your recognition is a twofold act of historic justice.  Israel won the Golan Heights in a just war of self-defense, and the Jewish people’s roots in the Golan go back thousands of years.

In the long sweep of Jewish history, there have been a handful of proclamations by non-Jewish leaders on behalf of our people in our land: Cyrus the Great, the great Persian king; Lord Balfour; President Harry S. Truman; and President Donald J. Trump.  And you, Mr. President -- Mr. President, you’ve done it not once but twice, with your bold proclamation on Jerusalem and with your bold proclamation today on the Golan.

Your proclamation comes at a time when the Golan is more important than ever for our security -- when Iran is trying to establish bases in Syria to strike at Israel.  From across the border in Syria, Iran has launched drones into our airspace, missiles into our territory.

Mr. President, just as Israel stood tall in 1967, just as it stood tall in 1973, Israel stands tall today.  We hold the high ground, and we shall never give it up.

Mr. President, we have a saying in Israel.  I’ll say it in Hebrew.  It says, “Ha'am im HaGolan.”  That means, “The people are with the Golan.”  But thanks to you, we now know that there are two peoples who stand with the Golan: the people of Israel and the people of America.

So on behalf of all the people of Israel: Thank you, President Trump.  Thank you for your leadership, thank you for your friendship, and thank you for all you have done to make the alliance between America and Israel stronger and greater than ever.  Thank you, Mr. President.

PRESIDENT TRUMP:  Thank you very much.  (Applause.)

So this was a long time in the making.  It should have taken place many decades ago.

PRIME MINISTER NETANYAHU:  Mr. President -- Mr. President, I have to tell you that I brought you a case of the finest wine from the Golan.  I understand you’re not a great wine drinker, but could I give it to your staff?

CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT TO SIGNIFICANT MALICIOUS CYBER-ENABLED ACTIVITIES


On April 1, 2015, by Executive Order 13694, the President declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706) to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States constituted by the increasing prevalence and severity of malicious cyber‑enabled activities originating from, or directed by persons located, in whole or in substantial part, outside the United States.  On December 28, 2016, the President issued Executive Order 13757 to take additional steps to address the national emergency declared in Executive Order 13694.

These significant malicious cyber-enabled activities continue to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States.  For this reason, the national emergency declared on April 1, 2015, must continue in effect beyond April 1, 2019.  Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 13694, as amended by Executive Order 13757.

This notice shall be published in the Federal Register and transmitted to the Congress.

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days before the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date.  In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency declared in Executive Order 13694 of April 1, 2015, as amended by Executive Order 13757 of December 28, 2016, is to continue in effect beyond April 1, 2019.

Significant malicious cyber-enabled activities originating from or directed by persons located, in whole or in substantial part, outside the United States continue to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States.  Therefore, I have determined that it is necessary to continue the national emergency declared in Executive Order 13694, as amended by Executive Order 13757, with respect to significant malicious cyber-enabled activities.

POTUS EXECUTIVE ORDER - COORDINATING NATIONAL RESILIENCE TO ELECTROMAGNETIC PULSES

COORDINATING NATIONAL RESILIENCE TO ELECTROMAGNETIC PULSES 

     By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

    Section 1.  Purpose.  An electromagnetic pulse (EMP) has the potential to disrupt, degrade, and damage technology and critical infrastructure systems.  Human-made or naturally occurring EMPs can affect large geographic areas, disrupting elements critical to the Nation's security and economic prosperity, and could adversely affect global commerce and stability.  The Federal Government must foster sustainable, efficient, and cost-effective approaches to improving the Nation's resilience to the effects of EMPs.

    Sec. 2.  Definitions.  As used in this order:

    (a)  "Critical infrastructure" means systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters.

    (b)  "Electromagnetic pulse" is a burst of electromagnetic energy.  EMPs have the potential to negatively affect technology systems on Earth and in space.  A high-altitude EMP (HEMP) is a type of human-made EMP that occurs when a nuclear device is detonated at approximately 40 kilometers or more above the surface of Earth.  A geomagnetic disturbance (GMD) is a type of natural EMP driven by a temporary disturbance of Earth's magnetic field resulting from interactions with solar eruptions.  Both HEMPs and GMDs can affect large geographic areas.

    (c)  "National Critical Functions" means the functions of government and the private sector so vital to the United States that their disruption, corruption, or dysfunction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof.

    (d)  "National Essential Functions" means the overarching responsibilities of the Federal Government to lead and sustain the Nation before, during, and in the aftermath of a catastrophic emergency, such as an EMP that adversely affects the performance of Government.

    (e)  "Prepare" and "preparedness" mean the actions taken to plan, organize, equip, train, and exercise to build and sustain the capabilities necessary to prevent, protect against, mitigate the effects of, respond to, and recover from those threats that pose the greatest risk to the security of the Nation.  These terms include the prediction and notification of impending EMPs.
    (f)  A "Sector-Specific Agency" (SSA) is the Federal department or agency that is responsible for providing institutional knowledge and specialized expertise as well as leading, facilitating, or supporting the security and resilience programs and associated activities of its designated critical infrastructure sector in the all-hazards environment.  The SSAs are those identified in Presidential Policy Directive 21 of February 12, 2013 (Critical Infrastructure Security and Resilience).

    Sec. 3.  Policy.  (a)  It is the policy of the United States to prepare for the effects of EMPs through targeted approaches that coordinate whole-of-government activities and encourage private-sector engagement.  The Federal Government must provide warning of an impending EMP; protect against, respond to, and recover from the effects of an EMP through public and private engagement, planning, and investment; and prevent adversarial events through deterrence, defense, and nuclear nonproliferation efforts.  To achieve these goals, the Federal Government shall engage in risk-informed planning, prioritize research and development (R&D) to address the needs of critical infrastructure stakeholders, and, for adversarial threats, consult Intelligence Community assessments.

    (b)  To implement the actions directed in this order, the Federal Government shall promote collaboration and facilitate information sharing, including the sharing of threat and vulnerability assessments, among executive departments and agencies (agencies), the owners and operators of critical infrastructure, and other relevant stakeholders, as appropriate.  The Federal Government shall also provide incentives, as appropriate, to private-sector partners to encourage innovation that strengthens critical infrastructure against the effects of EMPs through the development and implementation of best practices, regulations, and appropriate guidance.

    Sec. 4.  Coordination.  (a)  The Assistant to the President for National Security Affairs (APNSA), through National Security Council staff and in consultation with the Director of the Office of Science and Technology Policy (OSTP), shall coordinate the development and implementation of executive branch actions to assess, prioritize, and manage the risks of EMPs.  The APNSA shall, on an annual basis, submit a report to the President summarizing progress on the implementation of this order, identifying gaps in capability, and recommending how to address those gaps.

    (b)  To further the Federal R&D necessary to prepare the Nation for the effects of EMPs, the Director of OSTP shall coordinate efforts of agencies through the National Science and Technology Council (NSTC).  The Director of OSTP, through the NSTC, shall annually review and assess the R&D needs of agencies conducting preparedness activities for EMPs, consistent with this order.

    Sec. 5.  Roles and Responsibilities.  (a)  The Secretary of State shall:

      (i)   lead the coordination of diplomatic efforts with United States allies and international partners regarding enhancing resilience to the effects of EMPs; and

      (ii)  in coordination with the Secretary of Defense and the heads of other relevant agencies, strengthen nuclear nonproliferation and deterrence efforts, which would reduce the likelihood of an EMP attack on the United States or its allies and partners by limiting the availability of nuclear devices.

    (b)  The Secretary of Defense shall:

      (i)    in cooperation with the heads of relevant agencies and with United States allies, international partners, and private-sector entities as appropriate, improve and develop the ability to rapidly characterize, attribute, and provide warning of EMPs, including effects on space systems of interest to the United States;

      (ii)   provide timely operational observations, analyses, forecasts, and other products for naturally occurring EMPs to support the mission of the Department of Defense along with United States allies and international partners, including the provision of alerts and warnings for natural EMPs that may affect weapons systems, military operations, or the defense of the United States;

      (iii)  conduct R&D and testing to understand the effects of EMPs on Department of Defense systems and infrastructure, improve capabilities to model and simulate the environments and effects of EMPs, and develop technologies to protect Department of Defense systems and infrastructure from the effects of EMPs to ensure the successful execution of Department of Defense missions;

      (iv)   review and update existing EMP-related standards for Department of Defense systems and infrastructure, as appropriate;

      (v)    share technical expertise and data regarding EMPs and their potential effects with other agencies and with the private sector, as appropriate;

      (vi)   incorporate attacks that include EMPs as a factor in defense planning scenarios; and

      (vii)  defend the Nation from adversarial EMPs originating outside of the United States through defense and deterrence, consistent with the mission and national security policy of the Department of Defense.

    (c)  The Secretary of the Interior shall support the research, development, deployment, and operation of capabilities that enhance understanding of variations of Earth's magnetic field associated with EMPs.

    (d)  The Secretary of Commerce shall:

      (i)   provide timely and accurate operational observations, analyses, forecasts, and other products for natural EMPs, exclusive of the responsibilities of the Secretary of Defense set forth in subsection (b)(ii) of this section; and

      (ii)  use the capabilities of the Department of Commerce, the private sector, academia, and nongovernmental organizations to continuously improve operational forecasting services and the development of standards for commercial EMP technology.

    (e)  The Secretary of Energy shall conduct early-stage R&D, develop pilot programs, and partner with other agencies and the private sector, as appropriate, to characterize sources of EMPs and their couplings to the electric power grid and its subcomponents, understand associated potential failure modes for the energy sector, and coordinate preparedness and mitigation measures with energy sector partners.

    (f)  The Secretary of Homeland Security shall:

      (i)    provide timely distribution of information on EMPs and credible associated threats to Federal, State, and local governments, critical infrastructure owners and operators, and other stakeholders;

      (ii)   in coordination with the heads of any relevant SSAs, use the results of risk assessments to better understand and enhance resilience to the effects of EMPs across all critical infrastructure sectors, including coordinating the identification of national critical functions and the prioritization of associated critical infrastructure at greatest risk to the effects of EMPs;

      (iii)  coordinate response to and recovery from the effects of EMPs on critical infrastructure, in coordination with the heads of appropriate SSAs;

      (iv)   incorporate events that include EMPs as a factor in preparedness scenarios and exercises;

      (v)    in coordination with the heads of relevant SSAs, conduct R&D to better understand and more effectively model the effects of EMPs on national critical functions and associated critical infrastructure -- excluding Department of Defense systems and infrastructure -- and develop technologies and guidelines to enhance these functions and better protect this infrastructure;

      (vi)   maintain survivable means to provide necessary emergency information to the public during and after EMPs; and

      (vii)  in coordination with the Secretaries of Defense and Energy, and informed by intelligence-based threat assessments, develop quadrennial risk assessments on EMPs, with the first risk assessment delivered within 1 year of the date of this order.

    (g)  The Director of National Intelligence shall:

      (i)   coordinate the collection, analysis, and promulgation, as appropriate, of intelligence-based assessments on adversaries' capabilities to conduct an attack utilizing an EMP and the likelihood of such an attack; and

      (ii)  provide intelligence-based threat assessments to support the heads of relevant SSAs in the development of quadrennial risk assessments on EMPs.

    (h)  The heads of all SSAs, in coordination with the Secretary of Homeland Security, shall enhance and facilitate information sharing with private-sector counterparts, as appropriate, to enhance preparedness for the effects of EMPs, to identify and share vulnerabilities, and to work collaboratively to reduce vulnerabilities.

     (i)  The heads of all agencies that support National Essential Functions shall ensure that their all­hazards preparedness planning sufficiently addresses EMPs, including through mitigation, response, and recovery, as directed by national preparedness policy.

    Sec. 6.  Implementation.  (a)  Identifying national critical functions and associated priority critical infrastructure at greatest risk.

      (i)   Within 90 days of the date of this order, the Secretary of Homeland Security, in coordination with the heads of SSAs and other agencies as appropriate, shall identify and list the national critical functions and associated priority critical infrastructure systems, networks, and assets, including space-based assets that, if disrupted, could reasonably result in catastrophic national or regional effects on public health or safety, economic security, or national security.  The Secretary of Homeland Security shall update this list as necessary.

      (ii)  Within 1 year of the identification described in subsection (a)(i) of this section, the Secretary of Homeland Security, in coordination with the heads of other agencies as appropriate, shall, using appropriate government and private-sector standards for EMPs, assess which identified critical infrastructure systems, networks, and assets are most vulnerable to the effects of EMPs.  The Secretary of Homeland Security shall provide this list to the President, through the APNSA.  The Secretary of Homeland Security shall update this list using the results produced pursuant to subsection (b) of this section, and as necessary thereafter.

    (b)  Improving understanding of the effects of EMPs.

      (i)    Within 180 days of the identification described in subsection (a)(ii) of this section, the Secretary of Homeland Security, in coordination with the heads of SSAs and in consultation with the Director of OSTP and the heads of other appropriate agencies, shall review test data -- identifying any gaps in such data -- regarding the effects of EMPs on critical infrastructure systems, networks, and assets representative of those throughout the Nation.

      (ii)   Within 180 days of identifying the gaps in existing test data, as directed by subsection (b)(i) of this section, the Secretary of Homeland Security, in coordination with the heads of SSAs and in consultation with the Director of OSTP and the heads of other appropriate agencies, shall use the sector partnership structure identified in the National Infrastructure Protection Plan to develop an integrated cross-sector plan to address the identified gaps.  The heads of agencies identified in the plan shall implement the plan in collaboration with the private sector, as appropriate.

      (iii)  Within 1 year of the date of this order, and as appropriate thereafter, the Secretary of Energy, in consultation with the heads of other agencies and the private sector, as appropriate, shall review existing standards for EMPs and develop or update, as necessary, quantitative benchmarks that sufficiently describe the physical characteristics of EMPs, including waveform and intensity, in a form that is useful to and can be shared with owners and operators of critical infrastructure.

      (iv)   Within 4 years of the date of this order, the Secretary of the Interior shall complete a magnetotelluric survey of the contiguous United States to help critical infrastructure owners and operators conduct EMP vulnerability assessments.

    (c)  Evaluating approaches to mitigate the effects of EMPs.

      (i)    Within 1 year of the date of this order, and every 2 years thereafter, the Secretary of Homeland Security, in coordination with the Secretaries of Defense and Energy, and in consultation with the Director of OSTP, the heads of other appropriate agencies, and private-sector partners as appropriate, shall submit to the President, through the APNSA, a report that analyzes the technology options available to improve the resilience of critical infrastructure to the effects of EMPs.  The Secretaries of Defense, Energy, and Homeland Security shall also identify gaps in available technologies and opportunities for future technological developments to inform R&D activities.

      (ii)   Within 180 days of the completion of the activities directed by subsections (b)(iii) and (c)(i) of this section, the Secretary of Homeland Security, in coordination with the heads of other agencies and in consultation with the private sector as appropriate, shall develop and implement a pilot test to evaluate available engineering approaches for mitigating the effects of EMPs on the most vulnerable critical infrastructure systems, networks, and assets, as identified in subsection (a)(ii) of this section.

      (iii)  Within 1 year of the date of this order, the Secretary of Homeland Security, in coordination with the heads of relevant SSAs, and in consultation with appropriate regulatory and utility commissions and other stakeholders, shall identify regulatory and non regulatory mechanisms, including cost recovery measures, that can enhance private-sector engagement to address the effects of EMPs.

    (d)  Strengthening critical infrastructure to withstand the effects of EMPs.

      (i)    Within 90 days of completing the actions directed in subsection (c)(ii) of this section, the Secretary of Homeland Security, in coordination with the Secretaries of Defense and Energy and in consultation with the heads of other appropriate agencies and with the private sector as appropriate, shall develop a plan to mitigate the effects of EMPs on the vulnerable priority critical infrastructure systems, networks, and assets identified under subsection (a)(ii) of this section.  The plan shall align with and build on actions identified in reports required by Executive Order 13800 of May 11, 2017 (Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure).  The Secretary of Homeland Security shall implement those elements of the plan that are consistent with Department of Homeland Security authorities and resources, and report to the APNSA regarding any additional authorities and resources needed to complete its implementation.  The Secretary of Homeland Security, in coordination with the Secretaries of Defense and Energy, shall update the plan as necessary based on results from the actions directed in subsections (b) and (c) of this section.

      (ii)   Within 180 days of the completion of the actions identified in subsection (c)(i) of this section, the Secretary of Defense, in consultation with the Secretaries of Homeland Security and Energy, shall conduct a pilot test to evaluate engineering approaches used to harden a strategic military installation, including infrastructure that is critical to supporting that installation, against the effects of EMPs.

      (iii)  Within 180 days of completing the pilot test described in subsection (d)(ii) of this section, the Secretary of Defense shall report to the President, through the APNSA, regarding the cost and effectiveness of the evaluated approaches.

    (e)  Improving response to EMPs.

      (i)    Within 180 days of the date of this order, the Secretary of Homeland Security, through the Administrator of the Federal Emergency Management Agency, in coordination with the heads of appropriate SSAs, shall review and update Federal response plans, programs, and procedures to account for the effects of EMPs.

      (ii)   Within 180 days of the completion of actions directed by subsection (e)(i) of this section, agencies that support National Essential Functions shall update operational plans documenting their procedures and responsibilities to prepare for, protect against, and mitigate the effects of EMPs.

      (iii)  Within 180 days of identifying vulnerable priority critical infrastructure systems, networks, and assets as directed by subsection (a)(ii) of this section, the Secretary of Homeland Security, in consultation with the Secretaries of Defense and Commerce, and the Chairman of the Federal Communications Commission, shall provide the Deputy Assistant to the President for Homeland Security and Counterterrorism and the Director of OSTP with an assessment of the effects of EMPs on critical communications infrastructure, and recommend changes to operational plans to enhance national response and recovery efforts after an EMP.

    Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

      (i)   the authority granted by law to an executive department or agency, or the head thereof; or

      (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

     THE PRESIDENT:  I don’t think they’re talking about impeachment.  We have the greatest economy we’ve ever had.  Our country is in incredible shape.  They and others created a fraud on our country with this ridiculous witch hunt, where it was proven, very strongly, no collusion, no obstruction.  No nothing.

     We are doing so well.  We’ve never probably had a time of prosperity like this.  It’s been great.

     Q    Mr. President, you’re accusing the people who launched the investigation into your campaign of treasonous acts.

     THE PRESIDENT:  Yeah.

     Q    How high up do you think it went?

     THE PRESIDENT:  I think it went very high up.  I think what happened is a disgrace.  I don’t believe our country should allow this ever to happen again.  This will never happen again.  We cannot let it ever happen again.  It went very high up, and it started fairly low, but with instructions from the high up.  This should never happen to a President again.  We can’t allow that to take place.

     Q    Mr. President, do you think it reached the West Wing of the Obama White House?

     THE PRESIDENT:  I don’t want to say that, but I think you know the answer.

     Q    Mr. President, the report says that while you did not commit a crime --

     Q    The Mueller report says -- according to the Barr letter -- while you --

     THE PRESIDENT:  The Mueller report was great.  It could not have been better.  It said, “No obstruction.  No collusion.”  It could not have been better.

     Q    On healthcare -- on healthcare: Your administration is making very clear that you think the Affordable Care Act is invalid and should be struck down.  What is your message to Americans who may be concerned about their healthcare?

House Judiciary Committee Chairman Jerrold Nadler, New York Democrat, says he intends to ask Attorney General Barr to testify before his committee. We can expect plenty of grandstanding by Democratic committee members if that happens.”

Yesterday, Vice President Mike Pence “reaffirmed the Trump administration's support for the U.S.-Israel relationship” during his speech at the AIPAC annual conference, Lisa Hagen reports for U.S. News & World Report. “Anti-Semitism has no place in the Congress of the United States of America,” the Vice President said, addressing recent comments by Rep. Ilhan Omar (D-MN). “Anyone who slanders this historic alliance between the United States and Israel should never have a seat on the Foreign Affairs Committee.”
“House Minority Leader Kevin McCarthy, R-Calif., said Monday that Rep. Adam Schiff, D-Calif., should step down as chairman of the House Intelligence Committee,” Zachary Halaschak writes in the Washington Examiner. “McCarthy said Schiff used his high-profile role as leader of the committee to push a false narrative about President Trump and insinuate to the American public that Trump colluded with Russia.”

White House Announces the Presidential Task Force on Protecting Native American Children in the Indian Health Service System


Today, President Donald J. Trump announced the formation of a Presidential Task Force on Protecting Native American Children in the Indian Health Service System (Task Force).  He charged the Task Force with investigating the institutional and systemic breakdown that failed to prevent a predatory pediatrician from sexually assaulting children while acting in his capacity as a doctor in the Indian Health Service.  The pediatrician left the agency in 2016 and is now in Federal prison.

This Task Force’s focus is separate and distinguishable from other investigations into the Indian health system.  Specifically, the work of the Task Force will not interfere with: (1) the criminal investigation of one particular pediatrician; (2) a review underway at the Department of Health and Human Services (HHS), including a review by the Department’s Inspector General, which HHS Secretary Azar ordered earlier this year; or (3) a review conducted by an outside, independent contractor retained by the Indian health system.

The Task Force will examine any systemic problems that may have failed to prevent this doctor’s actions and led to any failures of the Indian Health Service to protect Native American children.  The Task Force will develop recommended policies, protocols, and best practices to protect Native American children and prevent such abuse from ever happening again.

The Task Force will be comprised of subject-matter experts from several United States Government agencies, and co-chaired by Joseph Grogan, Assistant to the President for Domestic Policy, and the Honorable Trent Shores, United States Attorney for the Northern District of Oklahoma and citizen of the Choctaw Nation.  The Task Force will also draw on the expertise of other Federal employees and resources and seek perspective and input from tribal leaders and Native American voices.

The 2-year, $25 million witch hunt  


Since Election Night 2016, Democrats and their media allies have been fixated on a simple illusion to justify their otherwise indefensible behavior toward an American Commander in Chief. Their illusion was that President Donald J. Trump colluded with Russia to win the 2016 election, and then obstructed justice to prevent anyone from finding out.

On Friday, the U.S. Department of Justice announced that Special Counsel Robert Mueller had delivered his final report to Attorney General Bill Barr. Over the weekend, Attorney General Barr presented a summary of that report to Congress.

After an exhaustive investigation by the Special Counsel, filled with 2,800 subpoenas, more than 500 witnesses, millions of pages of documents, and $25 million wasted in taxpayer dollars, here is what it found: nothing.

No collusion. No obstruction. And a complete exoneration of President Trump and the entire Trump campaign—exactly what the President and the White House have told the American people from the beginning of the Democrats’ fishing expedition.

With that news, the entire Democratic narrative of the past two years collapsed in an instant. Two major failures explain how the witch hunt spiraled out of Democrats’ control:

Failure 1 was blatantly irresponsible reporting. In an effort to validate their own political instincts, the mainstream media abandoned all journalistic standards and repeatedly failed the American people by accepting wild speculation as fact. They smeared calls for due process and common-sense skepticism as political “gaslighting,” rather than defending these basic principles of fairness and impartiality.

Real issues that affect Americans from coast to coast were put on the backburner as airways were flooded with false and endless “reporting” of retreaded conspiracy theories. The New York Times, The Washington Post, CNN, and MSNBC wrote a combined 8,507 articles citing Robert Mueller’s investigation since May 2017—an average of nearly 13 articles every single day.

The New York Times published 644 more stories mentioning the Mueller investigation than they did mentioning NAFTA renegotiations. The Washington Post wrote 192 more stories mentioning Mueller than they did America’s defeat of the Islamic State. And CNN produced a stunning 908 more stories about the investigation than they did about implementation of the biggest tax reform plan in American history.

Keep in mind, the vast majority of that was before Mueller had issued any report.

Failure 2 was Democrat recklessness. The left desperately tried to promote collusion conspiracies to rationalize their 2016 loss and sink Donald Trump’s presidency.

Here’s just a small sample of their comments—astonishing and inexcusable in light of Mueller’s report:
  • House Intelligence Committee Chairman Adam Schiff (D-CA) stated that there was “plenty evidence of collusion”—and of a scandal “of a size and scope probably beyond Watergate.”
     
  • House Judiciary Committee Chairman Jerry Nadler (D-NY) said he believed there “was obviously a lot of collusion.”
     
  • Maxine Waters (D-CA) said that she was praying for the investigation to “connect the dots so that he can prove the collusion.”
     
  • DNC Chairman Tom Perez repeatedly stated that there was a “mountain of evidence of collusion between the campaign and the Russians.”
     
  • Numerous House and Senate Democrats called for President Trump’s impeachment long before the conclusion of the Special Counsel investigation.
     
“I love this country as much as I can love anything: my family, my country, my God. But what they did, it was a false narrative,” President Trump said today. “We can never let this happen to another President again.”

There’s no spinning it: Congressional Democrats, much of the mainstream media, and former Obama Administration officials peddled one of the greatest lies in American political history in a failed attempt to reverse the election of a President they simply don’t like.

The real threat to our democracy was hiding in plain sight all along.

‘Israel has never had a better friend than you’


President Trump welcomed Israeli Prime Minister Benjamin Netanyahu to the White House this afternoon, building on America’s friendship with the Jewish State and officially recognizing Israel’s sovereignty over the Golan Heights.

“Today I am taking historic action to promote Israel’s ability to defend itself and really to have a very powerful, very strong national security, which they're entitled to have,” President Trump said before the signing the Proclamation today.

Recognizing Golan Heights as a part of the State of Israel is crucial to securing its future—especially protection from aggressive acts by Iran and terrorist groups such as Hezbollah. With today’s signing, America sends a message that any future peace agreement in the Middle East must account for Israel’s need to protect itself—no exceptions.

“Mr. President, over the years, Israel has been blessed to have many friends who sat in the Oval Office, but Israel has never had a better friend than you,” Prime Minister Netanyahu said today.
