President Donald J. Trump and First Lady Melania Trump are pleased to welcome Members of Congress and their families for the Trump Administration’s second Congressional Picnic on the South Lawn tomorrow evening.

Vice President Mike Pence and Second Lady Karen Pence will join the First Family in welcoming families for a bipartisan evening of music and fun.

This year’s Congressional Picnic theme will be Summer Solstice in celebration of the start of the summer season.  Several lawn games will be featured as well as various festival vendors including a popcorn cart, baked pretzel stand, and cotton candy station.  Face painting and ferris wheel rides will also be part of the night’s festivities.

The menu will be traditional picnic fare prepared by White House Executive Chef Cristeta Comerford.   Items include charred lemon chicken, grilled plank salmon, charcoal grilled rib eye steak, and Baja shrimp tacos. Other sides include house made kettle chips, fresh salad greens harvested by the National Park Service from the White House garden, and locally grown vegetables and fresh fruits from California, Georgia, and Washington State.  Dessert includes White House Honey and a variety of homemade cookies, brownies, and pies topped with vanilla ice cream.

“My husband and I are looking forward to tomorrow’s Congressional Picnic,” said First lady Melania Trump. “It’s an opportunity for elected officials to put aside differences and come together as a community.”

Performances will include “The President’s Own” United States Marine Band and The United States Navy Band Cruisers.

President Trump will make brief remarks.

THE PRESIDENT:  Well, this is a big day.  Very important for a very important subject.  Today it's my privilege to award our nation’s highest civilian honor to the father of supply-side economics: Dr. Arthur Laffer.  (Applause.)

I know Art has been to the Oval Office, unlike most people, many times.  But this is a very special time for you.  This is a tremendous award.  You have the Congressional Medal of Honor on the military side, which, of course, is something incredibly special.  And the presidential medal is -- I just want to congratulate you.  There's nothing like it, right?

DR. LAFFER:  Nothing.

THE PRESIDENT:  Thank you very much, Art.

Joining us for this momentous ceremony are Art’s six children.  Thank you very much.  Congratulations.  (Applause.)  And we're also grateful to be joined by Vice President Mike Pence.  We just got back from Florida.  (Applause.)  Had a big night.  That was a big night in Orlando, Mike.  Right?

Secretary Steve Mnuchin, Alex Acosta, Elaine Chao, and Ben Carson, thank you very much for being here.  And our top economic advisor and a great friend -- of all of us, actually.  I hear that voice and I just say "money, money, money."  Larry Kudlow.  (Laughter.)  Right?  Larry.  Thank you, Larry.

MR. KUDLOW:  Thank you, sir.

THE PRESIDENT:  Few people in history have revolutionized economic thought and policy like Dr. Art Laffer.

He developed a brilliant theory, shaped unprecedented economic reforms, and helped turn a severe recession into a remarkable boom.  He proved that the most powerful way to grow the economy and raise government revenue was not to increase tax rates but to adopt strong incentives that unleash the power of human freedom and innovate, create jobs, and deliver greater opportunity to all Americans.  And he's proved it over and over again.

A Yale graduate, Art went on to earn his PhD in Economics from Stanford University.  He became the youngest-ever tenured professor at the University of Chicago.  Oh, that's good.  That wasn’t too long, was it?  (Laughter.)  He's very deceiving.  He's a little older than he looks.  He looks like he's in his forties.  (Laughter.)  He's a little older than that.  Just a little bit, right?

DR. LAFFER:  A lot.

THE PRESIDENT:  Don’t talk about it.  (Laughs.)

In 1970, Art served as the very first chief economist at the Office of Management and Budget, where he designed an economic model that is still used today to forecast tax revenue and accurately predict economic growth.

Art then returned to the University of Chicago.  At the start of the Ford administration, our nation’s economic situation was becoming dire indeed.  We remember.

In 1974 alone, 2 million Americans joined the unemployment lines, and inflation hit 11 percent.  Right now, we have inflation at almost nothing.  (Applause.)  I like that better.  Don’t you?  It's good to read this because we read this and we realize how well we're doing right now.

The consensus in Washington, on both sides of the aisle, was that the government could tax, inflate, and regulate its way to prosperity.  But Art had a different idea.  Right?  You did have a different idea.  I'd have you tell it.  It would be much more interesting, huh?

In 1974, Art came to dinner with the White House Chief Staff -- Chief of Staff Don Rumsfeld; Deputy Chief of Staff Dick Cheney -- who's been, by the way, a tremendous supporter, and we appreciate Dick very much; and Wall Street Journal reporter Jude Wanniski.

The dinner has since become very, very legendary in many minds.  Art drew on his napkin a series of lines and a curve that changed history.  With the now famous “Laffer Curve” -- still, a very, very highly respected economic curve -- Art showed that if tax rates are too high, people stop spending and they stop investing.

The result is less growth and lower tax revenues.  On the other hand, at the certain point on the curve, lower tax rates spur investment, economic growth, and raise government revenue.

I think Steve Forbes agrees with that.  (Laughter.)  Where's Steve?  I've heard you for a long time talking about that.  Very much agree.

Prominent academics called this theory “insanity,” “totally wacky,” and “completely off the wall.”

With optimism, confidence, and exceptional intellect, Art would go on to prove them all wrong.  He proved them wrong on a number of occasions.

In 1978, California Governor Jerry Brown asked Art to help him implement Proposition 13, which the people had overwhelmingly enacted to dramatically reduce the state property tax.  I think they could use it again out there, by the way.  They should do that immediately.  The results were so successful that job creation soon grew at twice the nationwide rate.  Within two years, 43 states adopted similar reforms.

During that same period, Art also advised Ronald Reagan, and helped shape his low-tax, pro-growth agenda.  After President Reagan’s election, Art served on the President’s Economic Policy Advisory Board.  He played a vital role in both the 1981 and 1986 tax rate cuts, which ultimately lowered the top marginal tax rate from 70 percent to 28 percent.  That’s not bad.  That’s a pretty big reduction, I would say.

The Reagan economy soared, creating sustained economic growth, shrinking poverty, expanding incomes, and dramatically increasing federal revenue.  Sounds very familiar.  Sounds very, very familiar, actually.  Our economy has never, ever been stronger than it is today.  (Applause.)  It's true.

Dr. Laffer’s policies not only expanded opportunity for our citizens; they spurred economic reforms around the world and helped lift untold millions out of poverty.  Art has advised many world leaders, including former UK Prime Minister Margaret Thatcher -- a great one.

Staying true to the pro-growth vision that Dr. Laffer helped develop, in 2017, we passed historic tax cuts and reforms into law.  Now, unemployment has reached its lowest level in over 51 years, with fast-growing wages, low inflation, and real GDP.  And this is GDP growth that’s higher than anybody ever thought possible.  First quarter was 3.2.  And everybody said the first quarter is not going to be so good because the first quarter is never very good for us.  But it was not only good; it was double and even triple what people expected.  And we’re going to see some other very pleasant surprises, especially when the trade deals are all worked out.  And they’re coming along very well, Art, as you know.

Our tax cuts and reforms also created Opportunity Zones in distressed communities, another idea that Dr. Laffer helped develop early in his career.

In 1999, TIME magazine named Dr. Laffer one of the greatest minds of the 20th century.  Former Wall Street Journal reporter Jude Wanniski wrote, “In studying public finance, there is nothing more important than an appreciation of the Laffer Curve.”  I’ve heard and studied the Laffer Curve for many years in the Wharton School of Finance.  It’s a very important thing that you've done, Art.  Very important.

Dr. Laffer helped inspire, guide, and implement extraordinary economic reforms that recognize the power of human freedom and ingenuity to grow our economy and lift families out of poverty and into a really bright future.

Today, our nation is stronger, our people more prosperous, and the world a much better place because of the brilliance and boldness of Dr. Arthur Laffer.

And it’s now my profound honor to ask the military aide to come forward as I present Dr. Laffer with the Presidential Medal of Freedom.  It's my great honor.  Thank you.  (Applause.)

     MILITARY AIDE:  Arthur B. Laffer, the Father of Supply-Side Economics, is one of the most influential economists in American history.  He is renowned for his economic theory, "The Laffer Curve," which establishes the strong incentive effects of lower tax rates that spur investment, production, jobs, wages, economic growth, and tax compliance.

     Among other accomplishments during his distinguished career, Dr. Laffer was the first chief economist of the Office of Management and Budget and a top economic advisor to President Ronald Reagan.

The United States proudly recognizes Arthur B. Laffer for his public service and his contributions to economic policy, which have helped spur prosperity for our nation.

(The Medal of Freedom is presented.)  (Applause.)

DR. LAFFER:  Oh, my gosh.  (Laughter.)  When your staff said, "Keep it short," I didn't know that's what they meant.  (Laughter.)  No, I'm just joking.

THE PRESIDENT:  This is your day.

DR. LAFFER:  Thank you very much.

Let me, if I can: Sincerity and brevity -- or so they say -- go hand in hand.  And in that vein, Mr. President, I want to thank you from the top, the middle, and the bottom of my heart.  Thank you. 

     Good economic policy is a team effort.  And goodness knows my fellow teammates are the best ever: Larry Kudlow, my friend forever and ever and ever.  Steve Moore.  Where are you, Steve?  Steve Moore.  Steve Forbes.  Steve Forbes canceled his trip abroad to be here today.  Is David Malpass here?  Kevin Hassett.  Team players, Steven Mnuchin, wherever -- there you are.  You're way back there.  Steven.  You don't get a better team than that, ever.  I mean, this is the team of all teams.

     And I just want to reflect for a second on some of my past colleagues and working with other administrations.  For example, in the past, my colleagues included Nobel Laureate and dear friend Bob Mundell; the legendary editorial page editor, Bob Bartley, of the Wall Street Journal; Jude Wanniski, the crazy, wild revolutionary for supply-side economics; Milton Friedman, of course; my godfather and dearest supporter, Justin Dart; George Schultz, my mentor who has hired me four times and not gotten tired of it yet, I guess; Jack Kemp, who we called, "The Weapon" -- he's delivered it; and my classmate at Yale, and my dear friend, a guy named Dick Cheney.  It's just really wonderful to have -- each of whom deserves a lot of praise.

     By the way, just for the record, Bob Bartley, Milton Friedman, Justin Dart, George Schultz, Jack Kemp, and Dick Cheney all received the President Medal of Freedom.  Isn't that amazing?  I'm in great, great company, let me tell you.  I'm awed by that.
     But to get over the -- to get the ball over the -- to get the ball over the goal line, committed leadership is the sine qua non for this.  And we had President Kennedy, President Reagan, Prime Minister Margaret Thatcher, and of course, you, Mr. President, Donald Trump, to really make it all happen.  Without the leaders -- (applause) -- and all I can say is, wow.

     I mean, you know, President Kennedy established the current Presidential Medal of Freedom, and both President Reagan and Margaret Thatcher were recipients.

     My business partner is here.  My business partner's friends and fellow dreamcatchers -- a number of whom are here today, by the way -- have allowed all of this to happen for me, and I am eternally grateful.  They are the salt of the Earth.  And, in fact, they actually lived the lives that we economists just talk about.  They actually do it.  And it is for them that we do what we do.  They have kept, do keep, and will keep America prosperous.

     And my final shout-out, if I may, is to my family -- my wonderful family.  All six of my children are here today, as well as Mike Madzin and Mike Stabile.  I'm missing my 13 grandchildren and my 4 great-grandchildren, for which I am sure the White House staff is eternally grateful.  (Laughter.)

     My family makes me very, very proud and gives me a reason every morning to get up and get to work.  Thank you.  (Applause.)

In 1974, America’s confidence was rattled. Two million Americans joined the unemployment lines that year alone, while inflation soared to a stunning 11 percent. The consensus in Washington—on both sides of the aisle—was that raising taxes and growing government could help our country crawl its way to prosperity.

A young economist named Dr. Arthur Laffer challenged that status quo—and in doing so sparked an economic revolution that changed history.

Known as the “Father of Supply-Side Economics,” Dr. Laffer’s work has brought millions out of poverty and on track toward a better life. Today, President Donald J. Trump recognized that legacy by presenting Dr. Laffer with America’s highest civilian honor.

Forty-five years ago, at a now-legendary dinner with Ford White House officials Donald Rumsfeld and Dick Cheney, Dr. Laffer pulled out his napkin and drew a small graph. With the now-famous “Laffer Curve,” he illustrated how when tax rates creep too high, people stop spending and investing—leading to less growth and, paradoxically, lower tax revenues. On the other hand, at a certain point on the curve, lower tax rates help spur investment, economic growth, and even government tax receipts.

Seem obvious? It is today—for most conservatives, at least. But in 1974, the “Laffer Curve” was economic heresy. Prominent leaders and academics dismissed it out of hand as “insanity” and “completely off the wall.”

Dr. Laffer would go on to prove them all wrong.

The Reagan Revolution, beginning in 1980, would see Dr. Laffer’s ideas take center stage as he helped shape President Ronald Reagan’s low-tax, pro-growth working-class agenda. He played vital roles in both the 1981 and 1986 tax cut laws, which ultimately chopped the top marginal rate for individuals from 70 percent to 28 percent.

The rest, as we know, is history. After years of dreaded “stagflation,” the U.S. economy skyrocketed. More than 12 million new jobs were created. Inflation collapsed. GDP soared by nearly 30 percent.

Since the 1980s, more than 30 countries have adopted similar tax cuts and reforms. As a result, Dr. Laffer’s policies have helped lift nearly a billion people out of poverty.

Not a bad legacy to start with a sketch on a napkin.

At the Port of Miami yesterday, Vice President Mike Pence gave special thanks to the crew of the USNS Comfort before they embarked on a lifesaving mission to Latin America.

“The generosity and the compassion and the care of the American people for the struggling people of Venezuela will set sail again aboard the USNS Comfort,” he said.

Under the oppressive Maduro regime, more than 4 million Venezuelans have fled their homeland, many in desperate need of medical care. During the next five months, the USNS Comfort will make stops in 13 partner nations to assist these displaced people. The ship itself brings significant medical capabilities to the region, including one of the largest trauma facilities in all of the United States Navy.

“On behalf of your Commander-in-Chief: You're embarking on a vital mission, and we're grateful for your service,” the Vice President said.

President Donald J. Trump Announces Judicial Nominees and United States Attorney Nominee

 

Today, President Donald J. Trump announced his intent to nominate:

Justin R. Walker of Kentucky, to serve as Judge on the U.S. District Court for the Western District of Kentucky. 

Justin Walker is Assistant Professor of Law and Co-Director of the Ordered Liberty Program at Brandeis School of Law at the University of Louisville.  He also serves as Partner of Counsel at Dinsmore & Shohl, LLP in Louisville, Kentucky, where his practice focuses on commercial and appellate litigation.  Before returning home to Kentucky, Mr. Walker was an appellate attorney at Gibson, Dunn & Crutcher LLP in Washington, D.C.  Mr. Walker served as a law clerk to U.S. Supreme Court Justice Anthony Kennedy and then-Judge Brett Kavanaugh of the U.S. Court of Appeals for the D.C. Circuit.  He earned his J.D., magna cum laude, from Harvard Law School, where he served as Notes Editor on the Harvard Law Review, and his B.A., summa cum laude, from Duke University.

Daniel Z. Epstein of Texas, to serve as Judge on the U.S. Court of Federal Claims.

Daniel Epstein is Special Assistant to President Donald J. Trump and Senior Associate Counsel to the President.  Before joining the White House in January 2017, Mr. Epstein was counsel to both the Presidential Transition Team and the Trump for President Campaign.  In 2011, Mr. Epstein founded Cause of Action Institute, Inc., a 501(c)(3) public interest law firm, and served as its Executive Director and President of the Board until 2016.  At Cause of Action, he represented pro bono clients in government investigations and litigated regulatory, constitutional, political, and public law matters.  Earlier in his career, Mr. Epstein also served as Counsel for the House of Representatives Committee on Oversight and Government Reform.  Mr. Epstein earned his J.D. from Emory University School of Law, his B.A., cum laude, from Kenyon College, and he is currently a Ph.D. candidate in the Department of Political Science at George Washington University.

W. Stephen Muldrow of Puerto Rico, to serve as the United States Attorney for the District of Puerto Rico.

W. Stephen Muldrow currently serves an Assistant United States Attorney in the Middle District of Florida, having previously served as the Office’s Acting United States Attorney, First Assistant United States Attorney, and Chief of the Major Crimes Section.  Mr. Muldrow previously served as an Assistant United States Attorney in the District of Puerto for six years.  Mr. Muldrow’s prosecutorial career has focused on drug trafficking offenses, money laundering, and violent crimes.  Mr. Muldrow began his Department of Justice service as a Trial Attorney in the Tax Division.  He received his J.D., cum laude, from American University Washington College of Law, his M.A. from American University School of International Service, and his B.A. from Bucknell University.

Melania and I send our best wishes for a memorable celebration to all those commemorating Juneteenth.

On June 19, 1865, Major General Gordon Granger of the United States Army marched into Galveston, Texas, and issued General Order Number 3, declaring, “all slaves are free.”  With this order, the message enshrined in President Abraham Lincoln’s Emancipation Proclamation of 1863 was brought to Texas, unshackling thousands of slaves who had remained in bondage.  Six months later, the Thirteenth Amendment was ratified, abolishing slavery in the United States once and for all.

That joyous day in June 1865 became known as Juneteenth.  For millions of African Americans, Juneteenth has served as an opportunity to celebrate the fundamental truth that all people are created equal and that liberty is a right endowed by our Creator.

Across our country, the contributions of African Americans continue to enrich every facet of American life.  This Juneteenth, as we vow always to uphold the God-given rights of all Americans, we pay tribute to the indomitable spirit of African Americans.

     THE PRESIDENT:  Mark Esper, who is a highly respected gentleman with a great career -- West Point, Harvard, a tremendous talent -- was just named Acting Secretary of Defense.  I think he'll do very well.  He was Secretary of the Army.  I got to know him very well and he's an outstanding guy.

     Pat Shanahan, who is a wonderful person, is, as you know, going to take some time off for family matters.  And I want to thank him for his service.  He's a terrific person.  And it's a difficult time for Pat, but he's going to take a little time off for family service and for working things out.  And I think you know about it.  You know very well about it.

     But Mark Esper is going to be outstanding, and we look forward to working with him for a long period of time to come.

     Q    Did you ask Shanahan to withdraw, Mr. President?

THE PRESIDENT:  Excuse me?

Q    Did you ask Shanahan to withdraw?

     THE PRESIDENT:  No, I didn't.  I didn't ask him to withdraw, but he walked in this morning and he said it's going to be a rough time for him because of, obviously, what happened.  But I did not ask him to withdraw.  He presented me with a letter this morning.  That was his -- that was his decision.

   
     Q    Did you know about these allegations before you said you wanted him to be the Defense Secretary?

     THE PRESIDENT:  I had heard about it yesterday for the first time.  I didn't know about it.  I had heard about yesterday.  And it's very unfortunate.  Very unfortunate.

     Q    Does that make you concerned then about the White House vetting process if you had just heard about it yesterday?

     THE PRESIDENT:  No, we have a very good vetting process.  And you take a look at our Cabinet and our Secretaries -- it's very good.  But we have a great vetting process.  But this is something that came up a little bit over the last short period of time.

And, as you know, Pat was Acting.  And so, Acting gives you much greater flexibility.  A lot easier to do things.  So that's the way it is.  Too bad.

Q    Mr. President, will you apologize to the Central Park 5?  They've been exonerated.  There have been videos and movies shown about the case, and you came out with a full-page ad saying that they should die, that they should have the death penalty.  Do you apologize?

     THE PRESIDENT:  Why would you bring that question up now?  It's an interesting time to bring it up.

     Q    There's movies and everything about them.

THE PRESIDENT:  You have people on both sides of that.  They admitted their guilt.  If you look at Linda Fairstein, and if you look at some of prosecutors, they think that the city should never have settled that case.  So we'll leave it at that.

     Q    Does not having a permanent Defense Secretary complicate your policy --

     THE PRESIDENT:  No, not at all.

     Q    -- let's say, with Iran?

     THE PRESIDENT:  I think, frankly, this could happen very quickly for Mark Esper.  He's very experienced.  He's the --

     Q    But it's already been six months.

     THE PRESIDENT:  -- he's been around all of the things that we're talking about for a very long period of time.

     Q    Why should Americans trust your administration to tell the truth about what's going on with Iran?  If we go to war, why should we believe you if you say why?

     THE PRESIDENT:  Well, we have Iran.  We've been talking to various people on lots of different sides.  And we'll see what happens with Iran.  We're very well set.  We're very well configured.  We have a lot of things going on with Iran.

     I spoke with President Xi, this morning, of China.  We'll be meeting at the G20.  And I think that is working out pretty much as I anticipated it would.  China very much wants to discuss the future, and so do we.

     So the relationship with President Xi is a very good one.  We had a long talk this morning.

     Q    Immigration officials we've been speaking with say they don't know anything --

     THE PRESIDENT:  Say it?

     Q   Immigration officials say they don't know anything about a planned roundup of millions of people in the next few weeks.

     THE PRESIDENT:  Well, they know.  They know.  And they're going to start next week.  And when people come into our country and they come in illegally, they have to go out.  And everybody is seeing that.

     And as you know, Mexico has been doing a very good job the last four days.  They haven't done that in 25 years.  They're doing a very good job.  I appreciate the job they're doing.  Guatemala, likewise, is much different than it was under past administrations.  So we'll see how that works out.

     With all of that being said, the Democrats should get together and solve the asylum problem, which is very easy to solve.  And they should solve the loophole problem, also very easy to solve.

     Q    Mr. President, you have an Acting Defense Secretary; you've had one for months.  Why is it taking you so long to nominate someone permanently when you have so many hotspots in the world?

     THE PRESIDENT:  Well, this came up -- this just came up.  And I did the nomination --

     Q    The White House has known about it for a while.

     THE PRESIDENT:  This just came up, and I think we did it very quickly.

     Pat Shanahan was Acting, and we put Mark Esper in.  Mark is highly experienced.  I think he's going to fit in very easily.

     Q    Do you still want to demote Jay Powell?  Is that something you're still interested in?

     THE PRESIDENT:  Say it?

     Q    Do you want to demote Jay Powell?  Are you interested in that?  At the Fed?  At the Federal Reserve?

     THE PRESIDENT:  Well, let's see what he does.  I can tell you that Draghi and the EU, if you look at what's going on with the euro, they have a much different stance than our folks do.

     As you know, he did something today that was very dramatic.  And, frankly, it helped that part of the world.  So we'll see what happens.  They're going to be making an announcement pretty soon, so we'll see what happens.

     But I want to be given a level playing field.  And, so far, I haven't been.

     Q    (Inaudible) to demote him, do you think?

     THE PRESIDENT:  Yeah, I would be allowed to speak to him very easily.  I speak to him anyway.

     Q    Mr. President, are you going to nominate Mark Esper for the permanent position, not just Acting?
   
     THE PRESIDENT:  Say it?

     Q    Are you going to nominate Esper for the permanent position?

     THE PRESIDENT:  Most likely.  That's what I'm thinking about doing.

     Q    When are you going to decide?

     THE PRESIDENT:  Most likely.  Pretty soon.

     Q    And what's the next step for Iran, Mr. President?

     THE PRESIDENT:  We're looking at Iran.  We have a lot of things going with Iran.  We have -- we're very prepared for Iran.  We'll see what happens.  Let me just say this: We are very prepared.  Regardless of what goes, we are very, very prepared.

     If you look at what's taken place, if you look at what they've done, if you look at -- and I'm not just talking about over the last week, I'm talking about over a long period of years.  They've been a nation of terror.  Now, we'll see what happens.  We'll see what happens.  They are a much different country today than they were two and a half years ago when I came into office.

     When President Obama signed that horrible deal, they were screaming "Death to America."  I haven't been hearing that lately.

     Q    Mr. President, on the 9/11 Compensation Fund, do you want to see it approved so that this never has to be revisited again -- through 2090?

     THE PRESIDENT:  I have a meeting on that, actually, this afternoon, before my speech.  I'm going down, as you know -- it's a very big crowd down in Florida -- Orlando.  And before that, I'm having a meeting.  So we'll -- we'll be letting you know.

     Q    Do you think you can reach a deal with President Xi at the G20?  Or are you basically starting over?
   
THE PRESIDENT:  Well, I have a very good relationship with President Xi, and we'll see what happens.  I think we have a chance.  I know that China wants to make a deal.  They don't like the tariffs.  A lot of companies are leaving China in order to avoid the tariffs.  I have a very good relationship with President Xi.  We'll see what happens.

Q    If that meeting goes well, are you willing to hold off on the next round of tariffs?

THE PRESIDENT:  Say it?

Q    If that meeting goes well, are you willing to delay that next round of tariffs?

THE PRESIDENT:  Well, we'll see what happens.  I think the meeting might very well go well.  And, frankly, our people are starting the deal as of tomorrow.  The teams, they're starting to deal.  So, we'll see.

China would like to make the deal, we'd like to make the deal, but it has to be a good deal for everybody.

Q    Have they given you an indication that they've changed their position on some of the sticking points that scuttled the last deal?

THE PRESIDENT:  They did.  They changed their position.  So I said, "We're not going to do that."

     Q    (Inaudible) immigrants do you want to see deported?  Are you talking about families, children?  What's the population of people you're going to (inaudible)?

     THE PRESIDENT:  You're going to find out.  You're going to find out.

CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT TO THE WESTERN BALKANS
 

   On June 26, 2001, by Executive Order 13219, the President declared a national emergency with respect to the Western Balkans, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706), to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States constituted by the actions of persons engaged in, or assisting, sponsoring, or supporting (i) extremist violence in the former Republic of Macedonia (what is now the Republic of North Macedonia) and elsewhere in the Western Balkans region, or (ii) acts obstructing implementation of the Dayton Accords in Bosnia or United Nations Security Council Resolution 1244 of June 10, 1999, in Kosovo.  The President subsequently amended that order in Executive Order 13304 of May 28, 2003, to take additional steps with respect to acts obstructing implementation of the Ohrid Framework Agreement of 2001 relating to Macedonia.

   The actions of persons threatening the peace and international stabilization efforts in the Western Balkans, including acts of extremist violence and obstructionist activity, continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  For this reason, the national emergency declared on June 26, 2001, and the measures adopted on that date and thereafter to deal with that emergency, must continue in effect beyond June 26, 2019.  Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the Western Balkans declared in Executive Order 13219.

   This notice shall be published in the Federal Register and transmitted to the Congress.

Message to the Congress on the Continuation of the National Emergency with Respect to the Western Balkans

TO THE CONGRESS OF THE UNITED STATES:

   Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days before the anniversary date of its declaration, the President publishes in the Federal Registerand transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date.  In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency with respect to the Western Balkans that was declared in Executive Order 13219 of June 26, 2001, is to continue in effect beyond June 26, 2019.

   The threat constituted by the actions of persons engaged in, or assisting, sponsoring, or supporting (i) extremist violence in the former Republic of Macedonia (what is now the Republic of North Macedonia) and elsewhere in the Western Balkans region, or (ii) acts obstructing implementation of the Dayton Accords in Bosnia or United Nations Security Council Resolution 1244 of June 10, 1999, in Kosovo, has not been resolved.  In addition, Executive Order 13219 was amended by Executive Order 13304 of May 28, 2003, to take additional steps with respect to acts obstructing implementation of the Ohrid Framework Agreement of 2001 relating to the former Republic of Macedonia (what is now the Republic of North Macedonia).

   The acts of extremist violence and obstructionist activity outlined in these Executive Orders are hostile to United States interests and continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  For this reason, I have determined that it is necessary to continue the national emergency with respect to the Western Balkans.

That system, through which more than 150 million Americans get their coverage, has proved difficult to reform — until now,” healthcare expert Avik Roy writes in The Washington Post.

“Last week, the White House finalized a rule that allows employers to fund health reimbursement arrangements (HRAs) that can be used by workers to buy their own coverage on the individual market . . .  Some in Washington want to take health insurance choices away from workers and replace them with the diktats of politicians. The Trump initiative moves in the opposite direction, placing health- care choices right where they have always belonged: in the hands of hard-working Americans.”

Advisor to the President Ivanka Trump and Commerce Secretary Wilbur Ross are in Charlotte today for an American Workforce Policy Advisory Board meeting. “The American Workforce Policy Advisory Board was created last year by executive order ‘to encourage the private sector and educational institutions to combat the skills crisis by investing in and increasing demand-driven education,’” Brian Murphy writes in The Charlotte Observer.
“USMCA improves virtually every component of the old NAFTA, and Florida’s agriculture industry stands to gain significantly,” Secretary of Agriculture Sonny Perdue writes in the Tallahassee Democrat. “Certain folks have been saying USMCA will not protect Florida farmers from cheap Mexican fruits and vegetables. They neglect to mention farmers already face such competition under NAFTA. And they overlook the ways the administration is fighting for a level playing field.”
“Lockheed Martin said Monday that [they] will spend $142 million and hire 326 new workers over the next few years as it expands its southern Arkansas facility,” Andrew DeMillo reports for The Associated Press. “The Maryland-based company announced the expansion of its plant in Camden, about 85 miles (140 kilometers) southwest of Little Rock. The facility currently employs about 700 workers.”
“U.S. Commerce Secretary Wilbur Ross credited the Trump administration’s ‘America-first economic policies’ for new jobs and low unemployment rates across the country, including Virginia,” Amy Friedenberger writes in The Roanoke Times. The U.S. unemployment rate is currently 3.6 percent—the lowest in nearly 50 years—and Virginia’s has dipped even lower to 2.9 percent.
