TEXT OF A LETTER FROM THE PRESIDENT TO THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE PRESIDENT OF THE SENATE     September 27, 2019 Dear Madam Speaker: (Dear Mr. President:)  In accordance with section 116 of division A of the Continuing Appropriations Act, 2020, and Health Extenders Act of 2019 (H.R. 4378; the "Act"), I hereby designate as emergency requirements all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, for the account referenced in section 116.
